provide information to answer vendor technical and functional questions
related to the Employee Benefits Web Site. TECHNICAL QUESTIONS: -- The
Web site will be hosted on an existing DISA server within the DISA
domain. The actual Web server software is WebSite Pro ver 2.0 from
O'Reilly software. The server operates in a Windows NT4.0 environment.
The hardware will be provided by DISA. -- There are currently
firewalls in place. The required protocol filtering will be arranged by
D1 Automation and the DISC design branch at DISA. -- DISA's guidance on
the development of its web pages are located at
http://www.disa.mil/handbook/toc.html -- Database server software,
configuration, and installation will be provided by the vendor. Since
DISA has other Oracle based applications, that database engine is
required. -- The current HR system for DISA is the DOD wide system
Defense Civilian Personnel Data System (DCPDS). The payroll system is
Defense Civilian Payroll System (DCPS). Both systems are managed by DOD
central design activities. -- Data import from the HR and Pay systems
of record (DCPDS and DCPS) will be in delimited text format.
(electronic copy) -- Future use of this system as an input source to
the HR and Pay systems will necessitate tracking/auditing of changes
made through the developed system. -- DOD PKI security measures and
tools will be used for this system. -- Access to the system will be
through the DISA Network Operations Center (NOC) which is a 24 X 7
operation. -- At present, the compatibility browsers at the IE3.0 is
firm. The Agency has upgraded to Netscape Communicator 4.05. -- All
reference to links for purposes of the initial implementation are
related to hyper link to other Web pages and not to any data source.
FUNCTIONAL QUESTIONS: -It is necessary to support the FERS Transfer
requirement even though open season for employees transferring from
CSRS to FERS ended December 31, 1998. -We require a retirement
calculator that can handle 100% of possible permutations including
calculations based on breaks in service, military service, repayment of
withdrawal funds, etc. -6500 employees included in the web site files
-500 concurrent users -Information pertaining to employee benefits to
be accessed by employees is defined in the Requirements Section
1.1.1.-1.9.4. -The system is not expected to let the user see how
his/her profile has changed -- no historical data saved -Later if the
system becomes an input source to the various feed systems, allowing
the user to update preferences, the system will need to track which
changes were made through it -No photos of employees or graphics
production will be used OTHER INFORMATION -Proposals will be evaluated
on "Best Value" -An Independent Government Cost Estimate will not be
provided to vendors -For the submission format see FAR 52-212-1 -This
