Service-Washington (DSS-W) intends to award a sole source delivery
order with IBM Corporation, Bethesda, MD against GSA Schedule contract
GS-35F4984H. This requirement is for the renewal of IBM MVS and VM
operating system software, technical support services, and hardware
maintenance. All existing mainframe operations within the SAM
Operations Directorate (SAM-OPD) and its customer base depend upon this
platform. Computer Software Maintenance -- includes new software
releases, problem resolution services, and correction of software
errors identified by the Government in the use of the software.
Software maintenance releases are scheduled by the vendor to/and
correct known software problems, eliminate deficiencies that have been
identified, or otherwise improve the operational performance and
effectiveness of the original software product. Problem resolution
services refers to a customer service "hot line" where by the vendor
provides telephonic technical support to users of its software
products, in the exploration, identification, and correction of
problems associated with the use of the software. The correction of
software errors refers to the vendor providing replacement software
code, either through scheduled maintenance releases or one-time
emergency releases, for sections of current code which have been
determined to contain errors. In no cases do these services or
materials include the procurement of new software products. Computer
Hardware Maintenance -- shall consist of remedial maintenance and
scheduled preventive maintenance, to include all labor, parts, tools
and test equipment required to provided such maintenance services. The
contractor shall also provide mandatory and optional safety equipment
engineering changes (Ecs) within the scope of this requirement. The
contractor shall be responsible for all expenses necessary to achieve
the required equipment availability of 99%, except for expenses for
repairs caused by fault or negligence of the Government. Technical
Services -- is for Information Technology (IT) technical, engineering
and consulting support to include both hardware and software products
commensurate with the special requirements relating to consolidation,
migration, and data security. Performance Period is for a Base and Four
(4) Option Years. This synopsis should not be considered either an RFQ
or and RFP. Firms who can furnish the requirements stated above at
prices, terms and conditions more favorable than those of the
referenced GSA schedule contract are invited to submit responses. In
order to be considered, responses must indicate make, model number,
price and must include catalog and descriptive literature containing
sufficient technical information. The Contracting Officer will make an
award determination based on information received or issue a
solicitation. All responses furnishing the above information will be
considered. If either a solicitation is issued, or an award made an
additional synopsis may not be published. If no affirmative,
substantive responses are received within 45 days after the publication
of this synopsis, a delivery order with IBM Corporation shall be placed
against their GSA Schedule contract. Please reference Requisition
