Huk, james.huk@ssc.nasa.gov. NASA Stennis Space Center (SSC) will issue
the final Request for Proposal (RFP) No. 13-SSC-P-99-1 on or about
January 28, 1999 for the recompetition of the Facility Operating
Services (FOS) contract at SSC. The anticipated closing date for
receipt of the Past Performance proposal is March 1, 1999 with the
anticipated closing date for receipt of the Executive Summary, Mission
Suitability, and Cost proposals on March 29, 1999. This contract
includes Facility Engineering Services, Operation and Maintenance
Services, Institutional Services, and Logistics Services. Specific
types of services are: Plant Engineering and Construction Services,
Engineering Documentation, Pressure Systems Engineering, Environmental
Services, Energy Management Control Systems, Fuel Supply Systems,
Fluid Component Processing Facility, Non-destructive Engineering
Laboratory, Machining, Welding, Roads and Grounds Maintenance, Food
Services, Medical Services, Public Affairs Services, Education
Services, Multimedia Services, Acquisition Services, Shipping,
Receiving, and Warehousing. These activities are required to support
SSC's mission in the areas of rocket propulsion testing, research and
development in propulsion test technologies, scientific and applied
research in space technology development, utilization and
commercialization programs to support NASA's strategic enterprises,
particularly in the areas of earth and environmental sciences, remote
sensing and data interpretation and support to various programs of
twenty-three resident agencies at SSC. The applicable Standard
Industrial Classification (SIC) Code and size standard for this
acquisition are 8744 and $20.0 million, respectively. This acquisition
is unrestricted. Award of a cost-plus-incentive-fee,
performance-based, completion type contract is anticipated. The period
of performance for the FOS under this contract will be seven (7) years
with a three-year base period and four (4) one-year priced option
periods. This acquisition includes the requirement for a Small
Disadvantaged Business Participation Program in accordance with Federal
Acquisition Regulations (FAR) Subpart 19.201(b). Reference is made to
Federal Acquisition Circular (FAC) 97-10 which appeared in the Federal
Register on December 18, 1998 and can be accessed at
http://www.arnet.gov/far/. Since the time of release of the Draft RFP,
it has been determined that the evaluation of Small Disadvantaged
Business (SDB) concerns will consist only of SDB concerns within the
Targeted Standard Industrial Classification (SIC) Major Groups as
determined by the Department of Commerce. The 15% SDB goal in the Draft
RFP remains the same in the final RFP. However, this 15% SDB goal now
consists of 5% for SDB concerns within the Targeted SIC Major Groups
and 10% for SDB concerns within other SIC Major Groups. Pursuant to FAR
19.703 (a), as specified in FAC 97-10, eligibility for participating in
the Small Business Subcontracting Program requires that a concern
represent itself as a small business, HUBZone small business, small
disadvantaged business, or woman-owned small business concern. Prime
contractors are allowed to accept subcontractor self-certifications
through June 30, 1999. The requirement for prime contractors to ensure
that subcontractors are on SBA's web site as being certified is not
applicable until July 1, 1999. The RFP and any documents related to
this procurement will be available over the Internet. These documents
will be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0)
format and/or in WinZip compressed file format. The files will reside
on a World Wide Web (WWW) server, which may be accessed using a WWW

responsibility to closely monitor this site and/or the Commerce
Business Daily for the release of the RFP, amendments (if any).
Potential offerors will be responsible for downloading their own copy
of the RFP and amendments (if any). Any referenced notes can be viewed

Government does not intend to reimburse anyone for expenses incurred in
connection with the review of the RFP. No Pre-Proposal Conference is
planned since an Initial Orientation Briefing and Observation Period
(which included site tours) was conducted during November 1998. The FOS
