pre-solicitation notice is released to announce a USAF Academy Direct
Conversion effort for Meteorological services conducted utilizing OMB
Circular A-76, AFI 38-203, and AFMAN 38-209. The requirement for
meteorological services was previously combined with a requirement for
Air Crew Life Support (ALS) services under three sources sought
synopses and since it was a combined effort it was advertised under
classification code "L -- Technical Representative Services". However,
due to lack of interest and industry capability, the ALS requirement
has been removed. Therefore, the Meteorological Services Direct
Conversion is now being processed as an individual requirement and
therefore, now falls under classification code "R -- Professional,
Administrative, and Management Support Services". The direct conversion
methodology is being used to determine if it is more efficient for the
government or a contractor to operate this function, and if
applicable, to determine the selected contractor. For purposes of this
acquisition, the Standard Industrial Code (SIC) is 8999 with a
business size standard of $5.0 million. Non-personal service
requirements include all personnel, supervision, equipment (except for
government furnished equipment), vehicles, tools, materials, and other
items to accomplish meteorological services on-site which include but
are not limited to: surface weather observation, weather radar
observation, weather forecasting, staff weather briefing, and aircrew
flight weather briefing support for the Academy and out lying areas,
equipment operation, operation of the automated weather distribution
system, the WSR-88D Doppler weather radar system, related small
computers, the meteorological satellite, the automated surface
observing system, the high wind alert system, and the lightning
detection system. The contractor will be responsible for maintaining
identified equipment and for installation of government-provided
upgrades. The contractor will also be required to maintain a web page
that provides up-to-date weather information to Academy personnel.
Services shall be provided in accordance with all USAF and Academy
procedures/regulations. The DRAFT solicitation will be released on or
about January 19, 1999. This DRAFT RFP is being issued to solicit
industry comments/ questions on the content of the RFP, including the
Performance Work Statement (PWS), and how it can be improved/clarified
to encourage competition, incorporate industry standards, and allow
for better proposals from offerors. The DRAFT RFP will be posted on the
Electronic Posting System (EPS) home page. The internet address is
http://eps.arnet.gov and is then listed under EPS for Vendors and then
Direct Reporting Units. Small business contractor's not capable of
electronic access can obtain a hard copy of the RFP by sending a

be a limited number of hard copies available. When that supply is
exhausted no further copies will be distributed from this office.
Please include with your request the following information: 1) state
your interest in the acquisition; 2) identify your point of contact by
name including voice and fax number, and e-mail/URL address if
available; 3) size of your firm.; and 4) explain why you cannot access
the electronic solicitation. Comments about the draft are due no later
than February 1, 1999 and can be submitted by any of the above methods.
One-on-One exchanges at the USAFA contracting office are also being
offered to provide an avenue for two-way communication between the
government and contractor. Exchanges will be held February 3 -- 4,

appointment. It is anticipated the subsequent contract will include a
forty-five day transition period, a basic year commencing on or about
3 Jan 00 -- 30 Sept 00, and four one year options. It is anticipated
that a price-performance trade-off approach will be used for this
acquisition. Full and open competition with large and small business
firms is contemplated, however, small, small disadvantaged, and
women-owned businesses are highly encouraged to participate. NO CURRENT
