255-1944; FAX (937) 255-7772. USAF Aeronautical Systems Center (ASC) is
requesting proposals for commercial solutions to modernize the KC-135
aircraft with Global Air Traffic Management (GATM) capability. The GATM
system encompasses the elements of communications, navigation and
surveillance, and air traffic management, referred to commercially as
communications, navigation and surveillance/air traffic management
(CNS/ATM). The fleet baseline configuration will be the basic C/KC-135
with the following additions: (a) Pacer Compass, Radar and Global
positioning system (Pacer CRAG), Navigation/Safety Modifications; (b)
Reduced Vertical Separation Minimums (RVSM) system; (c) Initial Phase
of Interphone Modernization; (d) Circuit Breaker Replacement; (e) 200
AMP Transformer/Rectifier (TRs) Replacement program; (f) HF Radio
Modernization program; and (g) 8.33 KHZ Radio. One (1) contract will be
awarded to a single contractor who will have total responsibility for
the entire effort. The planned contractual arrangement to acquire
approximately 544 KC-135 GATM systems for the Production and
Installation Options is Firm-Fixed Price. The contract contains the
following options: Prototype Installation and Flight Test, Prototypes
Kit, LRIP Production Kits, Lots I -- VI Production Kits and
Installation, Aircrew and Maintenance Trainings, Technical Manuals and
Data, Logistics and Provisioning Data, Extended Warranty, LRIP Depot
Support, and Spare and Repair Parts. Mr. Steve Plaisted has been
appointed as Ombudsman to hear concerns from offerors, or potential
offerors, during the proposal development. The purpose of the Ombudsman
is to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. Existence of
the Ombudsman does not diminish the authority of the program director
or the Contracting Officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, evaluation of
proposals or the source selection process and therefore, for routine
matters on individual solicitations please contact Mr. Mel Boykins,
