combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). DFO.1382
Item 1 shall be a Diode-pumped, Single Frequency, Frequency-doubled
Nd:YVO4 laser. The laser shall meet the following performance and
system specifications: Performance Specifications: A. The laser must
produce up to 5 Watts Continuous Wave (CW) output power at 532 nm B.
The laser output power must be continuously variable from 0.5 (or
lower) to 5.0 Watts with 0.05 W or better resolution C. Emission must
be single frequency: linewidth must be less than 5 MHz Full Width at
Half Maximum (FWHM) for at least 50 msec duration D. The laser must
have less than 0.02% rms amplitude noise (10 Hz to 1 GHz bandwidth) E.
Output power stability shall be better than +/- 1%, measured over a
minimum two hour duration F. Output beam must maintain a gaussian,
TEM00 spatial intensity distribution G. Output beam diameter must be
nominally 2 +/- 0.5 mm H. Output beam divergence must be nominally 0.5
mrad (full angle, measured at FWHM) I. Output beam must be linearly
polarized having at least a 100:1 polarization ratio J. Pointing
stability shall be less than 5 microradians per degree Celsius K.
System warmup time to achieve optimal lasing conditions shall not
exceed 10 minutes for day-to-day operation L. The LBO frequency
doubling crystal must be automatically temperature tuned to peak system
efficiency as the system ages System Specifications: A. The laser head
must be hermetically sealed to prevent dust/debris from entering the
optical cavity. This specification is required for safety and
protection of the laser optics. The laser will be used in wind tunnels,
which is an inherently dirty environment. B. The lasersystem should not
require time consuming adjustment or "tweaking" from day to day to
achieve optimal performance C. The diode bars pumping the laser Nd:YVO4
gain media must be aluminum free to ensure maximized laser lifetime and
optimal emission properties D. The diode bars pumping the laser Nd:YVO4
gain media must be field replaceable E. The laser power supply must be
rack mountable on a standard 19-inch laboratory rack F. All variable
laser operating parameters must be adjustable via power supply front
panel controls G. The laser power supply must have a backlit display
panel for displaying/setting laser operating conditions in dark
environments H. The laser power supply must be RS-232 computer
controllable, such that all laser operating parameters can be read/set
using a PC-compatible computer I. The laser head must be connected to
the power supply with an umbilical cord at least 10 feet in length. J.
The laser system must operate on 110 VAC line power only, so it can be
operated from a normal wall plug K. The laser head and power supply
must not require any external cooling for normal operation at room
temperature the system must be completely air cooled. L. The laser
system shall have a switch closure safety interlock independent of the
110 VAC line power required by the laser power supply M. The laser
system shall be delivered with operating manuals and all cabling
required for normal operation The provisions and clauses in the RFQ are
those in effect through FAC 97-09. The SIC code and the small business
size standard for this procurement are 3825 and 500, respectively. All
qualified responsible business sources may submit a quotation which
will be considered by the agency. Delivery to Langley Research Center
is required within 30 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above may be mailed or faxed to the identified point of
contact by the date/time specified and include, solicitation number,
FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of

applicable. FAR 52.212-5 is applicable and the following identified

52.225-21. Questions regarding this acquisition must be submitted in
writing no later than January 21, 1999. Selection and award will be
made (on an aggregate basis) to the lowest priced, technically
acceptable quoter. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
