This procurement is unrestricted; all responsible sources may submit an
offer. This is a combined synopsis/solicitation for commercial items
prepared in accordance with FAR 13 and the format in FAR Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the ONLY solicitation; quotes are being
requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number/RFQ N00244-99-T-0147 applies. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-09 and Defense Federal
Acquisition Regulations Supplement 1998 Edition including updates
through 1/14/99. The standard industrial code is 3663 and the business
size standard is 750 employees. The government intends to make a
single award, fixed priced contract for the line items as follows. LINE
ITEM 0001: Motorola Headset for URC-200 transceiver, Model PTHS130,
quantity 2 each; LINE ITEM 0002: Motorola URC-200 Transceiver, Model
01-P36742M001, quantity 2 each; LINE ITEM 0003: Ni-Cad Rechargeable
Batteries, Model BB-590/U, quantity 8 each; LINE ITEM 0004: Charger for
BB-590/U, Model LSBC-102(V)1 01-P32960C003, quantity 2 each; LINE ITEM
0005: Black Carrying Bag, Model UCB-300 56-P35872M003, quantity 2
each. All items are to be delivered to: Receiving Officer, Naval Air
Station Kingsville, 365 Mitschner Avenue, Bldg 3738, Kingsville, TX
78363, Mark for: Air Operations/Ground Electronics, Attn: SK2 Wirth.
Inspection/Acceptance shall be made at destination. Quotes will be
accepted on a "Brand Name or Equal" basis. The following brand name
products are known to be acceptable: 1) Motorola Headset for URC-200
transceiver, Model PTHS130; 2) Motorola URC-200 Transceiver, Model
01-P36742M001; 3) Ni-Cad Rechargeable Batteries, Model BB-590/U; 4)
Charger for BB-590/U, Model LSBC-102(V)1 01-P32960C003; 5) Black
Carrying Bag, Model UCB-300 56-P35872M003. The following salient
characteristics are CRITICAL/ESSENTIAL to the Government: GENERAL --
Frequency range: VHF 115 MHz TO 149.9875 MHz (AM); VHF 1.15 MHz TO
173.9875 MHz (FM); UHF 225 MHz TO 399.9875 MHz (AM); Tuning increments
25 kHz, 12.5 kHz; Frequency stability 5PPM; Preset channels 10
transmit, 10 receive. RECEIVER CHARACTERISTICS -- Minimum Sensitivity:
AM PT: -103.5 dBm for 10 dB SINAD with 30% modulation at 1 kHz; FM PT:
-114 dBm for 10 dB SINAD with +/-6.5 kHz deviation at 1 kHz. Squelch
range: Operator adjustable from below sensitivity to above 80 dMb.
TRANSMITTER CHARACTERISTICS Output power (+2 dB) FM high power = 10w,
FM medium power = 5w, FM low power = 0.1w, AM high power = 10w, AM low
power = 5w (at 80% AM). PHYSICAL CHARACTERISTICS Environmental:
Environmentally tested for humidity, immersion vibration, shock and
drop; Temperature: -20 degrees C to +55 degrees C (operating), -50
degrees C to +70 degrees C (nonoperating). POWER SUPPLY Rechargeable
Battery, current drain (+28 V): high power < 3.5 amps, Medium power
1.78 amps, Low power 800 mA, Receive 320 mA. The provision at FAR
52.212-1, Instructions to Offerors-Commercial Items applies. Addendum
to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express
warranty which at a minimum shall be the same warranty terms, including
offers of extended warranties, offered to the general public. Express
warranties shall be included in the contract. Clause 52.212-4, Contract
Terms and Conditions Commercial Items, applies as well as the following
addendum clauses: FAR 52.211-5, Material Requirements. The clause at
52.212-5, Contract Terms and Conditions Required To Implement Statutes
or Executive Orders-Commercial Items applies with the following
applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity;

Applicable to Defense Acquisitions of Commercial Items, applies with
the following clauses applicable for paragraph (b): DFARS 252.225-7001,
Buy American Act and Balance of Payment Program; and addendum provision
DFARS 252.211-7003, Brand Name or Equal. Provision 52.212-2,
Evaluation-Commercial Items, applies with paragraph (a) completed as
follows: Award will be made to the offeror that meets the
solicitation's minimum criteria for technical acceptability at the
lowest price. To be determined technically acceptable, the offeror must
furnish product literature that demonstrates the product/s offered meet
all requirements stated in the above purchase descriptions as
"CRITICAL/ESSENTIAL to the Government" for Line Items 0001 through
0005. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE
FOLLOWING PROVISION WITH THEIR PROPOSALS: FAR 52.212-3, Offeror
