synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). INTERNATIONAL
PROJECT MANAGEMENT APRIL 11-16, 1999 Statement of Work: NASA Langley
Research Center has a requirement for a local (Hampton Roads area)
hotel that has a business center to provide, sleeping accommodations,
eating facilities, meeting space and support training services
(audio/visual (A/V) equipment, coping facility, etc.) for the
International Project Management (IPM 8). This session which will be
held from April 11 to April 16, 1999. Check in will be on April 10. On
April 11 through April 16, the training/meeting facilities should be
available from 8:00 a.m. to 9:00 p.m. The course will be in session for
6 consecutive days at this location. The vendor shall provide
facilities and service for approximately 38 participants (participants
will arrive on April 10 between the hours of 3:00 p.m. 6:00 p.m.). All
participants will need sleeping rooms through April 15 and eating
facilities through April 16. The facilities and services must include
private sleeping rooms (at a minimum: a double bed, private bathroom,
television, radio, and telephone). All meals can be buffet, off the
menu, chief choice, etc. There should be AM and PM breaks. These breaks
shall cover the usual beverages and foods that the contractor usually
covers for similar events. The cost of these breaks shall not exceed
$3.50/participant/day for both breaks. * For a full training day
session, conference rooms are needed to accommodate 38 participants and
desire class set-up, which will be lecture style "U" shaped table.
Five- (5) break out rooms are needed (used for one presenter only).
Also required are: 10 flipcharts, paper, markers and an overhead
projector & screen, access to computers/data lines to facilitate
checking e-mail etc. access with participants offices. Also, 10 tape
recorders & 10 blank tapes, TV/VCR combination, stand-alone VCR, data
projector, 35 mm slides projector with wireless remote control and
extra carousel wireless microphone. Quotation: The vendor shall provide
separate quotation within a total fixed price on a per-person rate, for
both residency and day student (this should take in to consideration
the in-season/off-season per diem rate fluctuations), A/V rental costs
and support service costs for all goods and services described herein.
The vendor s quotation should include a description of the facility s
location, physical layout, property amenities (please complete attached
list) overall setting, menus for attendees (must be able to accommodate
special dietary requests), proposed morning evening break refreshments,
conference facility description, and (audio/visual etc.). The vendor
shall state the validity of the quote rates, advanced notice of
reservation, cancellation policies, and any other pertinent
information. Proposal should be returned to LaRC. SYSTEMS ENGINEERING
APRIL 27-30, 1999 Statement of Work: NASA Langley Research Center has
a requirement for a local (Hampton Roads area) hotel that has a
business center to provide, sleeping accommodations, eating facilities,
meeting space and support training services (audio/visual (A/V)
equipment, coping facility, etc.) for the Systems Engineering. This
session which will be held from April 27 to April 30, 1999. Check in
will be on April 26. On April 27 through April 30, the training/meeting
facilities should be available from 8:00 a.m. to 9:00 p.m. The course
will be in session for 4 consecutive days at this location. The vendor
shall provide facilities and service for approximately 34 participants
(participants will arrive on April 26 between the hours of 3:00 p.m.
6:00 p.m.). All participants will need sleeping rooms through April 29
and eating facilities through April 30. The facilities and services
must include private sleeping rooms (at a minimum: a double bed,
private bathroom, television, radio, and telephone). All meals can be
buffet, off the menu, chief choice, etc. There should be AM and PM
breaks. These breaks shall cover the usual beverages and foods that the
contractor usually covers for similar events. The cost of these breaks
shall not exceed $3.50/participant/day for both breaks. * For a full

FEBRUARY 1-5, 1999 Statement of Work: NASA Langley Research Center has
a requirement for a local (Hampton Roads area) hotel that has a
business center to provide, sleeping accommodations, eating facilities,
meeting space and supporttraining services (audio/visual (A/V)
equipment, coping facility, etc.) for the Construction of Facilities
Management. This session which will be held from February 1 to February
5, 1999. Check in will be on February 1. Monday, February 1, social
hour from 5:00 6:00 p.m., followed by dinner from 6:00 7:00 p.m. On
February 1 through February 5, the training/meeting facilities should
be available as follows: Feb. 1 -- 5:00 p.m. to 9:00 p.m. Feb. 2 --
8:00 a.m. to 9:00 p.m. Feb. 3 -- 8:00 a.m. to 9:00 p.m. Feb. 4 -- 8:00
a.m. to 9:00 p.m. Feb. 5 -- 8:00 a.m. to 1:00 p.m. The course will be
in session for 5 consecutive days at this location. The vendor shall
provide facilities and service for approximately 45 participants
(participants will arrive on February 1 between the hours of 12:00 Noon
4:00 P.M.). All participants will need sleeping rooms through February
4 and eating facilities through February 5. The facilities and
services must include private sleeping rooms (at a minimum: a double
bed, private bathroom, television, radio, and telephone). All meals can
be buffet, off the menu, chief choice, etc. Coffee and tea (regular and
decaf) should be set up in the classroom all day, with soft drinks
added to the coffee and tea in the afternoon. Coffee and tea set up for
the evening sessions, which are planned for Monday, Tuesday and
Thursday. There should be AM and PM breaks. These breaks shall cover
the usual beverages and foods that the contractor usually covers for
similar events. The cost of these breaks shall not exceed
$3.50/participant/day for both breaks. * For a full training day
session, conference rooms are needed to accommodate 45 participants and
desire class set-up, which will be 4 participants per table. Also
required are: 6-8 flipcharts and markers and an overhead projector &
screen. Quotation: The vendor shall provide separate quotation within
a total fixed price on a per-person rate, for both residency and day
student (this should take in to consideration the in-season/off-season
per diem rate fluctuations), A/V rental costs and support service
costs for all goods and services described herein. The vendor s

The provisions and clauses in the RFQ are those in effect through FAC
97-09. The SIC code and the small business size standard for this
procurement are 7011 and $5M, respectively. The quoter shall state in
their quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to Langley Research Center is
required within 120 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above may be mailed or faxed to the identified point of
contact [or bid distribution office, by the date/time specified and
include, solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), identification of
any special commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of

Selection and award will be made (on an aggregate basis) to the lowest
priced, technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
