Office, Contract@nist.gov. The National Institute of Standards and
Technology (NIST) intends to acquire technical support for experiments
in Bose-Einstein condensation (BEC) and matter-wave optics from Wen,
Hagley & Associates, 13401 Valley Drive, Rockville, MD 20850, on a
sole-source basis because Wen, Hagley & Associates is the only known,
available source capable of satisfying the Agency's requirements. Tasks
to be performed include the following: (a) design, construct and
implement an experiment to study non-linear matter-wave effects using
BEC (and, specifically, to measure 4-wave mixing of matter-waves due to
the interaction between atoms), and evaluate the 4-wave mixing
efficiency process; (b) design, construct and implement a study of BEC
in optical lattices, including trapping of BEC in the lowest energy
state of a one-dimensional optical lattice and investigating the use of
such a system for quantum computation; (c) design, construct and
implement a study of rotational states of BEC by an optical phase mask,
including constructing a rotational, optical phase mask for inducing
vorticity in a BEC, and measure the effects of applying such a phase
mask to a BEC. This acquisition is to be accomplished under the
authority of FAR 13.106(a)(5), which permits sole-source acquisition
when only one source is reasonably available. Wen, Hagley & Associates,
who has provided technical support for ongoing BEC experiments in the
NIST Atomic Physics Division, has demonstrated unique qualifying
experience with BEC, laser cooling and trapping, and matter-wave
optics. Award to another source would result in substantial duplication
of cost to the Government that is not expected to be recovered through
competition, and may result in unacceptable delays in fulfilling the
Agency's requirement. Anticipated period of performance is from date of
award through twelve months thereafter. This notice is not a request
for proposals. However, interested parties may identify their
capability to satisfy the Government's requirements no later than the
response date above. Capability statements must include documentation
of expertise in all areas pertinent to the proposed project. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. A solicitation document is not available. See Numbered
