(ONR), Materials Science and Technology Division is interested in
receiving proposals in the area of development of advanced processing
techniques and properties of advanced carbon composites for reentry
body heatshields and other components for Naval strategic and
hypersonic tactical missiles. These materials will involve
consideration of proper carbon fibers and matrices, capable of meeting
stringent reentry environment requirements, including temperatures
well in excess of 3500 degrees fahrenheit oF, as well as extended
shelf-lives to support future Naval strategic systems. Advanced
processing methods should lead to reduced fabrication costs. For
example, tape wrapped carbon composite component fabrication involves
a process which is costly and whose quality is highly operator
dependent. It is imperative that these processes proceed more rapidly
than those currently available and be completely understood, in terms
of processing, microstructure, and property relationships. It is also
important that novel insulation designs, materials, and fabrication
methods be selected based on an integrated thermal protection system
approach for the application. Teaming between industry, universities,
and Naval laboratories are encouraged to help insure the relevance and
rapid transfer of advanced technology and products into Naval systems.
Government agencies will not be in direct competition with industry. In
cases where a government laboratory is included as part of a proposed
team, the government laboratory will be funded separately and not be
included in the cost proposal. The Government anticipates the award of
multiple contracts under this announcement. Funding in the amount of
1.5M is planned for this program. Proposals should include relevant
technical background, scientific approach, expected accomplishments and
military benefits, transition plan, and principal investigator
credentials. The technical portion of the proposal should be limited to
no more than 25 pages in length. Thecost portion of the proposal should
be limited to the number of pages to adequately support the proposed
cost amount. The following criteria, which are listed in descending
order of importance will be used to evaluate proposals: (1) General
scientific, technical and socio-economic merits; (2) Potential
contribution of the effort to the overall mission of ONR and the Navy;
(3) The proposer's capabilities, related experience, facilities,
techniques, or unique combinations of these that are integral factors
for achieving the proposed objectives; (4) The qualifications,
capabilities, and experience of proposed principal investigator, team
leader, or key personnel who are critical in achieving the proposed
objectives; (5) Realism of the proposed cost and availability of funds.
This announcement constitutes a Broad Agency Announcement as
contemplated by FAR 6.102 (d)(2). Readers should note that this is an
announcement to declare ONR's intent to competitively fund research and
that no request for proposals (RFP), solicitation or other announcement
opportunity will be made. Proposers should state in their cover letter
or proposal that it is submitted in response to this BAA. Technical

standard industrial classification code is 8731 with the small business
standard of 1,000 employees. In addition, contract proposals that
exceed $500,000 submitted by all but small businesses, must be
accompanied by a Small, Small Disadvantaged and Women-Owned Small
Business Subcontracting Plan in accordance with FAR 52.219-9. For
contract awards, evaluation of the socio-economic merits will include
the extent of commitment in providing meaningful subcontracting
opportunities for small business, small disadvantaged businesses,
women-owned small business concerns, and historically black colleges
and universities and minority institutions. This announcement is open
