Naval Air Warfare Center Training Systems Division (NAWCTSD) has
identified a requirement for Marine Corps Infantry Squad
Decision-Making Training Research. The objective of the Marine Corps
Infantry Squad Decision-Making Training Project is to enhance overall
combat effectiveness by applying relevant training technologies from
the Tactical Decision Making Under Stress (TADMUS) program to Marine
Corps training. Because today's Marine Corps personnel face dynamic
operational requirements that can easily shift between peace and
wartime conditions, the need for split-second coordination and
decision-making becomes crucial. Products of this effort will include
specific guidelines that can be used to integrate TADMUS
decision-making and team coordination strategies into Marine Squad
training programs. The development of guidelines and principles for
Marine Corps training will require unique knowledge of the
decision-making processes and team functions characteristic to tactical
operations. It will require experience in performing team-level
training needs analyses, where particular focus is directed to (a) the
structure of work flow within the team that is demanded by team task
requirements, (b) the work flow arrangements which have separate
implications for the influence of individual-versus-team-level effects,
and (c) the identification of influences and components of collective
performance that may be operating simultaneously at multiple levels or
across groupings of individuals that represent different functional
activities. This effort will also require experience with the training
technologies developed under the TADMUS program and the ability to
extract and apply those technologies to a new operational arena.
Lastly, it will require experience in writing guidelines and
principles. Only an offeror with this unique mix of knowledge and
experience can produce the analysis and guidelines required by this
project. Accordingly, this effort will be awarded on a sole source
basis to Executive Consulting Group, 409 Vesper Court, Slingerlands,
New York 12159. A detailed Description of Work and Request for
Quotation (RFQ) will be made available upon request. The anticipated
period of performance shall be five (5) months from the date of
contract award and award shall be made on a Firm Fixed Price basis
utilizing Simplified Acquisition Procedures. See Note 22 (forty-five
