a Request for Quote (RFQ) to Perform Simulated Space Environmental
Testing on Thin Films. The objective of this work is to establish the
ground-based simulated testing protocol necessary to simulate the
environmental conditions present at 0.98 astronomical units (AU) and/or
L2. These orbits are important for the Geostorm solar event warning
satellite and the Next Generation Space Telescope, respectively. If one
of these orbits is thought to be significantly more degradative to the
films than the other, the worst case set of conditions will be
selected. The approach is to establish a testing protocol to simulate
five years of exposure, expose candidate films, determine the effects
of the exposure on material properties of importance to the missions
and establish the expected end-of-life performance. 1 lot This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 8731 and 500 employees, respectively. The DPAS Rating for
this procurement is DO C9. The anticipated release date of RFQ
1-168-DMB.5103 is on or about February 1, 1999, with an anticipated
quote due date of on or about February 16, 1999. All qualified
responsible sources may submit a quote which shall be considered by the
agency. An ombudsman has been appointed -- See Internet Note "B". The

available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will
