Protection Agency (EPA), Office of Policy is soliciting contractor
outreach support for EPA's policies and programs. EPA intends to award
one Cost Plus Fixed Fee (CPFF) contract in support of this
requirement. This procurement is set aside for Small Businesses. The
contractor awarded a contract under this procurement will be required
to provide outreach support in several areas. The Contractor shall keep
the public informed of their rights and responsibilities under EPA's
regulatory authorities, as well as to inform the public of legislative
changes in environmental law by providing marketing research,
production and post-production services for national media (electronic
and print) Public Service Announcement (PSA) campaigns. Work under
this contract will be related primarily to Office of Policy (OP)
outreach efforts arising out of regulatory and non-regulatory policies
that impact broad sectors of the economy. OP works on issues arising
from several statutes and initiatives. Specific statutes include: the
Clean Water Act (CWA); Comprehensive Environmental Response
Compensation and Liability Act (CERCLA) as amended; Federal
Insecticide, Fungicide and Rodenticide Act (FIFRA) as amended, Resource
Conservation and Recovery Act (RCRA) as amended by the Hazardous
Substances and Waste Act; and Toxic Substances Control Act (TSCA).
Additional statues include: Safe Drinking Water Act (SDWA); Endangered
Species Act (ESA); Transportation Partners, Intermodal Surface
Transportation and Efficiency Act (ISTEA); Small Business Regulatory
Enforcement Fairness Act (SBREFA); Coastal Zone Management Act (CZMA);
Marine Plastic Pollution Research and Control Act; Ocean Dumping Ban;
Water Resources Development Act; Medical Waste Tracking Act; Marine
Mammal Protection Act; Fish and Wildlife Conservation Act; Rivers and
Harbors Act; Farm Bill; Great Lakes Water Quality Agreement (signed by
the US and Canada); Pollution Prevention Act; and Clean Air Act
(including National Ambient Air Quality Standards [NAAQS]). Specific
initiatives include: Project XL; Project XL Communities;
Community-Based Environmental Protection (CBEP); Environmental
Technology Initiative (ETI); Sustainable Industries Program; Climate
Change Action Plan (CCAP); Reinvention for Innovative Technology
(Refit); Climate Wise; SmartGrowth Network; Empowerment Zone Program;
Brownfields Program and the Common Sense Initiative (CSI). In order to
support these activities, EPA requires an ongoing contractor to
provide support for the following: The PSA campaigns shall include, but
not be limited to such tasks as : promotion, marketing, production,
replication, packaging, distribution, evaluation and post-campaign
evaluation and consultation. The contractor shall provide PSA
distribution and tracking for all media, including but not limited to
electronic (mass media, Internet) and print (consumer, business, trade
magazines and newspapers) in both English and Spanish, insuring the
right PSA materials are distributed to the right media contactsat a
minimum cost and maximum effectiveness. This award will be selected on
the basis of one Statement of Work with multiple Technical Evaluation
Criteria. This procurement will be conducted as a full and open
competition and is reserved for Small Business concerns as defined by
Standard Industrial Classification (SIC) Code 8742. The contract is
anticipated to have a total period of performance of 60 months,
consisting of a 12 month base period and four option periods of 12
months each. It is anticipated that as many as 18,900 direct labor
hours could be required for this effort. Currently, the draft Statement
of Work and Evaluation Criteria are available at the website listed
