Firms for NOB Worldwide, NEILLWE@STATE.GOV. The U.S. Department of
State (DOS), Office of Foreign Buildings Operations (FBO), is seeking
to prequalify architectural/engineering firms (A/E) to provide design
services for New Embassy Office Building (NOB) compounds worldwide. The
list of prequalified firms will be effective for three years from date
of selection. The DOS will reserve the right to limit the number of
prequalified firms to approximately twenty (20). Subsequent selections
of prequalified firms for specific projects will be based on unique
firm qualifications as determined by the DOS and not by rank ordering
from the prequalification process. The following projects may be
awarded in fiscal year 1999: Tunis; Istanbul; Zagreb; with Rio de
Janeiro & Sao Paolo being awarded to one firm. Other potential projects
in future years include: Abidjan, Addis Ababa, Karachi, Phnom Penh,
Dubai, Abu Dhabi, Santo Domingo, Sofia, Conakry, Maputo, Freetown,
Asmara, Yaounde, Port au Prince, and Yerevan. Services will include
pre-design, design, and construction phase services. Some of the
projects will be Design-Bid-Build while others will be Design-Build.
(The Department of State will make those determinations at a later
date.) For those projects that are Design-Build, design services will
be limited to design development up to a specified level. This
prequalification effort is for A/E services only. The type of contract
anticipated is firm fixed-price. These procedures have been authorized
under Section 3 of the Foreign Service Buildings Act, 22 U.S.C. 294,
necessary to ensure timely implementation of FBO's Security
Construction Program. The NOB's will be configured to accommodate the
normal Department of State functions: executive section, political,
economic, consular, administration, budget and finance, communications,
medical, and security sections; Marine security guards; and tenant
organizations, such as Foreign Commercial Service, Foreign Agriculture
Service, Department of Defense, Department of Justice, and others.
Site work and related structures will be included to provide a
complete, functional compound. Building sites at all locations are
projected to be approximately 4 hectares in area. The size of the NOB's
will vary in size with ranges from 5,000 gross square meters to 10,000
gross square meters. Construction costs for a NOB compound may fall
within the following ranges: $10 million to $20 million and $20 million
to $50 million. A/E firms may choose to demonstrate the capability to
design at least two NOBs concurrently. Design contract period of
performance may be six to twelve months, depending on extent of
required services. The scope of A/E services under this design contract
will include: architecture and master planning, civil, geo-technical,
structural (including blast), seismic, mechanical, and electrical
engineering; communications; RF and Acoustical shielding systems;
physical and technical security; space planning and systems furniture
integration; interior design; fire protection engineering; landscape
design; scheduling; cost engineering; value engineering, administrative
coordination of the various disciplines involved; and construction
phase services. U.S. codes and U.S.G. requirements, to include UFAS and
sustainable design, as well as the applicable laws, codes and standards
of the host country will apply. The site, buildings and related
facilities will be designed in hard metric (System International)
units. Each design submission will include AutoCad R 13 or 14 files in
Department of State format. Successful A/E firms, including all
entities which comprise a joint venture, and including all
subcontractors, must possess, or be able to obtain a Department of
Defense (DoD) final Secret facility clearance (FCL) with Secret
safeguarding capability in accordance with the National Industrial
Security Program Operating Manual (NISPOM), DoD 5220.22-M prior to
contract performance. Appropriately cleared personnel will also be
required for contract performance. The DOS will sponsor successful
firms for a clearance. Firms being considered for award must meet the
definition of a "United States person" of P.L.99-399, Section 402
thereof, as follows: (1) be legally organized in the United States for
more than five years prior to the issuance of a request for proposal,
(2) have its principal place of business in the United States; (3)
have performed within the U.S. administrative, technical or
professional services similar in complexity, type of construction, and
value of the project being solicited; (4) employ U.S. citizens in at
least 80 percent of the principal management positions in the U.S.;
employ U.S. citizens in more than 50 percent of its permanent,
full-time positions in the U.S.; (5) have existing technical and
financial resources in the U.S. to perform the contract; and (6) have
no business dealings with Libya. No more than 50% of the total value of
the contract can be subcontracted for this project. Firms not meeting
the "United States persons" requirement will not be considered. Firms
responding to this announcement on or before the closing date will be
considered for selection using the following evaluation criteria -- 100
points maximum: a) Professional qualifications, specialized experience,
30 pts. and technical competence in the design of similar international
projects involving multiple disciplines, e.g., architectural,
civil/geotechnical, structural (including blast), mechanical and
electrical for office buildings and other support facilities. Provide
back-up data for a maximum of five recent projects that would
demonstrate examples of creative solutions in facility design,
including such things as sustainable design, energy efficiency,
barrier-free accessibility, and accommodating organizational and
technical change. b) Demonstrated design excellence by the A/E team on
projects 20 pts. of a similar size and complexity. Provide examples of
five recent projects showing high quality design performed by proposed
key design personnel. c) Demonstrated experience in providing and
coordinating a multi- 20 pts. disciplined effort; either in-house or
with consultants. If using consultants, demonstrate that the team has
worked successfully as a team in providing similar services by
providing information on a maximum of five recent projects performed by
the team. Submit a management plan. Explain how the A/E proposes to
manage or coordinate DOS projects. d) Previous records of performing
work on schedule while maintaining 12 pts. effective cost and quality
control. Briefly describe internal quality assurance and cost control
procedures and indicate effectiveness by listing the planned and actual
design duration, client's construction budget, design construction
estimate, construction award amount, and construction change order rate
in tabular form for five recent projects. Although previous or ongoing
performance of a similar U.S. Government contract is not a requirement
for firms responding to this solicitation, if such contracts have been
performed, the offeror must have performed at a satisfactory level as
a minimum. e) Specialized experience and technical competence in
physical and 10 pts. technical security design. f) Demonstrated success
in prescribing the use of recovered materials and 3 pts. waste
reduction and energy efficiency in facility design. g) Previous
experience with overseas projects and knowledge of 5 pts. foreign
building codes, standards, and construction practices. Failure to
address each of the foregoing criteria in writing will result in
failure to qualify. In addition, failure to meet the requirements of
each one of these criteria fully, or to provide the requisite
information, will result in failure to qualify. When responding to
criteria (b) through (d) above, offerors must list the owner's name,
address, telephone number, and contact person for each project. As a
means of verification of their ability to meet each of the
aforementioned criteria, A/E firms that meet the requirements described
in this announcement are invited to submit three copies of the
following: (a) a Standard Form 254 Architect/Engineer andRelated
Services Questionnaire, (b) a Standard Form 255 Architect/Engineer and
Related Services Questionnaire for Specific Project (maximum 100 pages
), (c) Business Management Plan for design projects, (d) Statement of
qualifications (U.S. Person) for purposes of Section 402 of the Omnibus
Diplomatic Security and Antiterrorism Act of 1986 P.L. 99-399
(questionnaire forms are available by FAX see below.), (e) Design
portfolios which illustrate the A/E team's capabilities. All submittals
