Commerce (DOC)/National Oceanic Atmospheric Administration
NOAA)/National Weather Service(NWS)intends to acquire a replacement
system for the existing NOAA Weather Wire Service (NWWS). The NWWS
system is a nationwide satellite-based dissemination system that
provides weather and hazard information to the public that is vital to
the protection of life and property. This acquisition also includes a
separate requirement for the central collection of WSR-88D radar
products from approximately 165 NWS, FAA and USAF facilities. The
Government anticipates a twelve month contract with nine twelve month
option periods. A draft of this solicitation document has been on the
National Weather Service Home Page http://www.nws.noaa.gov/oso/oso1 .
The final solicitation is expected to be issued on or before January
31, 1999 electronically on the Web. The final solicitation will be
placed on the NOAA Acquisition Management Division Home Page at
http://www.rdc.noaa.gov/~amd/SOLINDEX.HTML. Interested Offerors may
obtain their copy from the Web. All requests for a hard copy of the
solicitation must be submitted in writing. Telephonic or E-mail
requests for the solicitation package shall not be accepted. Faxed
requests may be sent to (301) 713-0806. This acquisition is planned to
be conducted as a multi-step process. Phase I begins with the release
of the solicitation. Offerors will be required to submit a capability
statement as detailed in Section L of the solicitation. Based on this
submission, the Government shall evaluate and advise offerors as to
which firms it believes to be viable competitors. This will be advisory
only. Offerors may, at their discretion continue to Phase II. Phase II
shall be to schedule and hold Oral Presentations. Phase III will be
the submission of written proposals which respond to the evaluation
criteria in Section M of the solicitation and which confirms the
information provided during the Oral Presentations. A cost proposal
will be submitted at this time. Phase IV will be the evaluation and
award phase. Offerors shall have the option to bid on Lot A, the NWWS;
Lot B, the central collection of radar data or Lot C, NWWS and the
central collection of radar data. Based on the evaluation of the
Offerors, the Government intends to award without further discussions.
