REQUEST FOR PROPOSAL The Colville Indian Agency, Bureau of Indian Affairs, working cooperatively with the Confederated Tribes of the Colville Reservation (Tribes) will accept proposals for the preparation of an Environmental Impact Statement in conjunction with an Integrated Resources Management Plan (IRMP) and the preparation of a Forest Management Plan for the Colville Indian Reservation. Final documents have a March 31, 2000 deadline for the agency's Record of Decision. The Environmental Impact Statement (EIS) will be based on an inventory and analysis report of the affected area (IRMP: Phase I) and would incorporate and build upon the drafted integrated resource management goals, objectives, standards and guidelines (IRMP: Phase II). The IRMP: Phases I and II are tribal documents prepared by interdisciplinary staff. The Phase II material is based on extensive tribal and staff input and is expected to be one of the proposed alternatives. The Forest Management Plan (FMP) would be done in conjunction and simultaneously with the EIS and would implement the preferred alternative for the forested lands of the reservation. Background The Colville Indian Reservation is located in northeastern Washington State. The reservation is a little over 1.3 million acres, with 66% forested lands and 78% of those are classified as commercial forest lands. Land ownership is trust (both individual tribal members and the Tribes as a whole) and fee (individual tribal members, Tribes as a whole, and non-members). The Colville Business Council adopted a Temporary Holistic Goal for the Reservation and prioritized 15 resource goals for consideration in its management planning. There are existing plans, regulations, and guidelines pertaining to individual natural resources currently in use. The interdisciplinary team that prepared the IRMP: Phases I and II, will be available to varying degrees to facilitate document preparation. Required Actions Contractor will submit references; qualifications; experience in natural resource sciences and planning; experience in writing and defending EIS's; and samples of work; Contractor will follow NEPA, P.L. 91-90, as amended; CEQ Implementing Regulations, 40 CFR 1500-1508; Integrated Resource Management Plans, 30 BIAM, Supplement 10, Release 1; Forest Management Planning, 53 BIAM, Supplement 2, Release 4; Forest Management Planning, PAO Addendum, 53 BIAM, Supplement 2, Release 53-68, and other Federal and Tribal regulations as applicable; Contractor will review the Tribes's IRMP: Phases I and II and will identify components to be updated and/or added for an IRMP EIS; Contractor will identify a process for the FMP that is timely, and BIA and NEPA compliant, e.g., tiering to the IRMP, stand alone, etc.; Contractor will specify milestones and completion dates for the proposed project including but not necessarily limited to scoping, relevant issues, alternatives, affected environment, environmental consequences; summary, internal and public review periods, drafts, preliminary final documents, responses to comments, final documents, publication specifications, status reports, routine contractor officer representative (COR) approvals; Contractor will complete the IRMP, the FMP, and an EIS; Contractor will meet a Record of Decision deadline of March 31, 2000 for the EIS for the IRMP and FMP; Contractor will submit a line item by task cost proposal; COR will draft and negotiate a contract based on agency needs and submitted proposal(s); COR will provide internal staff review, data as available, Tribal plans, codes, resolutions as necessary; and COR may, upon mutual agreement, perform in-house timber harvesting scheduling analysis which will then be incorporated into the EIS. Proposal Evaluation Criteria Demonstrated knowledge and experience in EIS analysis and preparation; Demonstrated knowledge and experience in cultural and natural resources management; Demonstrated knowledge and experience in communication and technical writing skills; Demonstrated ability and experience working with Native American governments and people within Indian Country; Quality of references; Professional quality of work samples submitted; and Benefits/cost analysis.
