NASA/JSC plans to issue a solicitation for technical representative services at Ellington Field to support the avionics upgrade to AlliedSignal equipment installed in NASA/JSC T-38N aircraft at Ellington Field. The Contractor is required to function as a liaison between AlliedSignal and NASA personnel; understand and explain the theory and operations of AlliedSignal equipment; development and demonstrate troubleshooting and maintenance procedures; participate in troubleshooting and maintenance procedures; provide training in troubleshooting theory and repair; provide written material for maintenance manuals; analyze repair reports and recommend appropriate repair levels. A three year contract (starting July 15, 1999) consisting of a basic year and two 1-year options is anticipated. NASA/JSC intends to purchase the items from AlliedSignal Inc. under authority of 10 U.S.C. 2304(c)(1). The intended source is uniquely qualified to fulfill this requirement because it designed and manufactured the AlliedSignal equipment for the avionics upgrade in the T-38N aircraft. Only AlliedSignal can provide the required liaison with factory personnel to ensure effective transfer of avionic information and data. Only AlliedSignal has factory-trained personnel expired in providing technical field support for their equipment installed on the aircraft. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitivebasis, based upon responses to this notice is solely within the discretion of the Government.
