Pursell, alice.j.pursell1@jsc.nasa.gov. NASA/JSC plans to issue a
solicitation for technical representative services to support
maintenance and operations of T-38 and Shuttle Training Aircraft (STA)
at Ellington Field. A full-time technical representative is required
to provide liaison between NASA and Northrop Grumman Corporation to
support daily maintenance and operations of aircraft and related ground
support equipment. The contractor's technical representative shall be
required to provide interpretation and refinement of aircraft
maintenance and operations procedures; assistance in defining
equipment, spares, test equipment and special fixture requirements;
logistics assistance in obtaining parts from the factory and other
suppliers; liaison with corporate personnel to ensure effective
transfer of systems information and engineering data; acquisition of
corporate engineering support as required for design, fabrication, and
implementation of modifications; engineering analyses and studies to
evaluate operational problems and proposed modifications to hardware
and/or procedures. A three year contract (starting Sep. 1, 1999)
consisting of a basic year and two 1-year options is anticipated.
NASA/JSC intends to purchase the items from Northrop Grumman
Corporation under authority of 10 U.S.C. 2304(c)(1). The intended
source is uniquely qualified to fulfill this requirement because it
represents a merger of the firms that manufactured and designed the
(Northrop) T-38 aircraft as well as modified NASA's (Grumman)
Gulfstream (G2's) to the STA configuration. The Government intends to
acquire a commercial item using FAR Part 12. An Ombudsman has been
appointed. See Internet Note "B". Interested firms have 15 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the
solicitation. All qualified responsible sources may submit an offer
