TIME. The Army Atlanta Contracting Center (AACC) at Fort McPherson, GA
is conducting a market survey to determine the existence of small
business sources capable of performing as prime contractor for a
multifunctional requirement (Whole Base Study for Ft Polk, LA) under
OMB Circular No. A-76, "Performance of Commercial Activities." The
information provided will be used to determine if there are small
business sources capable of performing as prime contractor for whole
base operating support functions for the Joint Readiness Training
Center (JRTC) at Ft Polk, LA. Government personnel are currently
performing services. A cost comparison under OMB Circular A-76 will be
conducted by the Army to determine the most cost effective mode of
operation i.e., continued performance by government employees or by a
contract performed by a commercial entity. A contract will not be
awarded if government performance is determined to be more
advantageous. This requirement will cover a wide range of functions
required to provide complete base operating support to installation
customers while focusing on quality practices. Functional areas
included in the study: Directorate of Logistics (DOL); Directorate of
Public Works (DPW); Directorate of Community and Family Activities
(DCFA); G3/Directorate of Plans, Training, Mobilization and Security
(DPTMS); Directorate of Resource Management (DRM); Directorate of
Information Management (DOIM); Directorate of Contracting (DOC); Safety
Office; Equal Opportunity Program (EOP); Provost Marshall Office (PMO);
Civilian Personnel Assistance Center (CPAC); Command Group;
Headquarters Command; G1/Adjutant General (AG); Army National Guard
Training (ARNG); Chaplain; Inspector General (IG); Public Affairs
Office (PAO); and Staff Judge Advocate (SJA). The Standard Industrial
Classification Code (SIC) for this requirement is 8744, Base
Maintenance, with a size standard of $20 Million. THIS IS A SOURCES
SOUGHT ANNOUNCEMENT ONLY. THERE IS NOT A SOLICITATION AVAILABLE AT THIS
TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any
information submitted is voluntary. The Government will not pay for any
information that is submitted in response to this SOURCES SOUGHT
request. Firms submitting responses should indicate whether they are
small, small disadvantaged, 8(a), or women-owned. Interested small
businesses are required to submit a Statement of Capabilities (SOC)
demonstrating: 1) ability to manage complex, multi-functional
requirements covering a wide range of activities to include --
identification of largest, most complex contracts, description of what
each contract provides, dollar value of each contract, number of
employees for each, the types and range of skills of employees for
each, and point of contact and telephone number of the contracting
activity for each contract; 2) financial capability to support an
estimated eight figure annual payroll; 3) current successful teaming
arrangements with other small businesses and/or large businesses, and
how capability to perform the requirement at Ft Polk would be enhanced
by teaming arrangements. Interested small businesses are required to
