UTILITY SYSTEMS: CONVEYANCE AUTHORITY AT FORT MCCOY, WISCONSIN. The
Government is seeking a qualified utility service provider or
contractor to own, operate, and maintain the Fort McCoy electrical
distribution system as a commercial electrical utility system. The
Government will consider proposals from regulated utility service
providers and contractors who are not regularly engaged in the business
of utility distribution service to the general public as a regulated
utility serviced provider. However, selection of the Contractor will be
based upon the best value to the Government with experience and
demonstrated performance included as significant evaluation factors.
Potential Contractors are obligated to ensure adequate and dependable
utility services to all facilities and equipment serviced. SYSTEM
DESCRIPTION: Fort McCoy is an U.S. Army Installation located in west
central Wisconsin, between Sparta and Tomah. Fort McCoy purchases its
primary electric power requirements from Northern States Power Company.
Fort McCoy's distribution system is connected to NSPC's 69-kV lines
through the Installation's substation, which steps the voltage down to
7.2kV. The Installation redistributes the electric power requirements
via 274,700 linear feet (52 miles) of overhead and underground primary
and secondary lines. Most of the commercial use area is served from the
overhead system and portions of the newly developed areas are served
from the underground system. Fort McCoy also has several standby
generation units, which serve specific buildings throughout the
Installation. The standard industrial classification (SIC) code is 4911
and the size standard is 4 million-megawatt hrs annual output. The
request for quotes will be available on or about 4 February 1999.
Quotes are due on or about 45 calendar days after issuance of the
bidding documents. Request for the quote must be in writing. All
responsible sources may submit a bid, which shall be considered. Posted
