delivery with First Article Testing is 13 each due 300 days after
contract award and 12 each per month thereafter until completion; first
article test report is due 228 days after contract award. Required
delivery without first article is 13 each 240 days after contract award
and 12 each per month thereafter until completion. Inspection and

Justification for other than full and open competition is FAR 6.302-1,
Only One Source or Only a Limited Number of Responsible Sources. This
proposed contract action is for supplies for the Government does not
have specifications and drawings to permit full and open competition
for this Flight Safety Engineering Testing Part. The approved source is
ALLIED SIGNAL INC. The time required for approval of new supplies is
such that award and delivery cannot be delayed pending approval of a
new source. Procurement History: 1991 March 26, unit price $1,166.50,
quantity: 246 each, to Allied Signal Inc. The procurement history
provided has not been screened in any manner to ascertain the actual
circumstances of the procurement and should not be considered as a
