Army Engineering Research and Development Center (ERDC) is interested
in receiving proposals for research support pertaining to
ecosystem-based, adaptive land management under the Land Management
System (LMS). LMS is being developed to manage terrestrial and aquatic
resources to achieve balanced resource use in support of military
missions. The principal components of LMS are models that represent
ecological, geophysical, risk and mission processes operating on the
land base, and their interactions. Models will be applied to evaluate
the consequences of alternative land use and management scenarios. The
proposed research is directed towards tasks, including but not limited
to, those such as: 1) Land Management Systems development (evaluate
land management practices and methods at military installations;
develop various components of LMS including geospatial data models and
access, object oriented and relational Data Base Management Systems
(DBMS), web search and retrieval tools, visualization tools, graphic
user interfaces (GUI's), and human computer interfaces; design, test
and validate LMS model and process interaction mechanisms); 2) Data
acquisition and management (database development; acquisition and
analysis of remotely sensed data and imagery); 3) Ecosystem studies and
development of analysis tools (land and ecosystem management research;
analysis tools for land and ecosystem management); and 4) Technology
transfer and technology support (implement field demonstrations of LMS
capabilities; prepare documentation for users, programmers, and system
and data administrators; design and implement environmental awareness
training strategies for ecosystem-based, adaptive land management at
military installations; provide technology support in areas such as
user and system administrator training, help-desks, data management,
hardware troubleshooting and maintenance, software procurement,
software upgrades and installations, inclusion of peripherals,
upgrading operation systems, changing platforms, support and/or
upgrades for GUI's and human computer interfaces, etc.). Multiple
awards may be made from this solicitation for Indefinite Delivery
Indefinite Quantity (IDIQ) contracts containing a base year and four
(4) options. Awards may be made for one (1) line item or any
combination of line items. All responsible sources capable of providing
the research services are encouraged to submit a proposal. Request for
proposal (RFP) DACA88-99-R-0007 will be issued on or about February 5,
1999 with a closing date on or about March 22, 1999. The solicitation
