The Office of Naval Research (ONR) is interested in receiving proposals for applied research in Off-Board and Deployable Autonomous Undersea Surveillance and Air ASW Systems. Sensors are to be deployed, monitored and commanded by aircraft, surface ships and submarines. Topics of interest include: acoustic and non-acoustic sensing; battery-powered in-sensor active and passive signal processing; lightweight, low-cost, low-power expendable drifting and fixed sensors and arrays; low cost sensor and array manufacturing; sensor system deployment and operation from manned and unmanned aircraft, surface ships and submarines; remote acoustic and radio frequency UAV/satellite methods of data and command relay; system concepts of operation in a "network centric ASW" architecture; regional and/or theater data fusion and integration supporting wide area surface and subsurface threat awareness; and tactical cueing preceding and simultaneously supporting contact redetection and attack. The scope of this new ONR focusprogram over the next four years is expected to approach $6,000,000. However, during the first twelve months awards will probably be under $750,000 and will be generally limited in scope to the following topical areas: in-sensor passive acoustic signal processing; in-sensor active acoustic signal processing, non-acoustic sensing and signal processing; lightweight, low-cost sensor and array manufacturing; and mining activity detection. Preproposals are due no later than 16:00 hours EST, 31 May 1999, with full proposals being due no later than 16:00 hours EST, 30 July 1999. Each potential offeror is required to submit a preproposal. Preproposals are intended to preclude unwarranted effort on the part of an offeror in preparing a full proposal. Preproposals may be submitted any time prior to the due date; but it is suggested they be forwarded early to allow sufficient time for evaluation and the preparation of a full proposal should one be requested. Preproposals will be evaluated against the topical interest areas above and a recommendation made by the appropriate ONR Program Officer(s) whether to submit a full proposal. Offerors submitting the most promising preproposals will be invited to submit a full technical and cost proposal on all or part of their preproposal submission. However, such an invitation does not assure a subsequent award. All proposal submissions should cite this specific BAA on the cover page. Preproposals (three copies) should be kept to less than 10 pages and should include the following items: a) Cover page, clearly labeled "Preproposal", including BAA title and date, target ONR Program Officer(s), proposal title, plus administrative and technical points of contact along with telephone and facsimile machine numbers; b) Summary of the technical ideas for the proposed applied research; c) Summary of the deliverables associated with the proposed applied research; d) Summary of the schedule and milestones for the proposed applied research, including rough estimates of cost for each year of the effort and total cost; e) Technical rationale and approach that contains arguments to substantiate claims made in Section b) and is consistent with Sections c) and d). f) List of key personnel along with the approximate percentage of time to be expended by each person during each contract year; g) Summary of the qualifications of key personnel; Full proposals should be prepared following the guidance located at http://www.onr.navy.mil/02/howtosubmit.htm and guidance provided in this BAA. Preproposal recommendations and proposal award decisions will follow a competitive selection resulting from determination of technical merit and available funding. Evaluations will be conducted using the following evaluation criteria: 1) Overall Technical and/or Socio-economic Merit -- Scientific and technical merit described by an innovative and convincing presentation of objectives and approach; 2) Naval and BAA Relevance -- Relevance of proposed work to this BAA and to the ONR and Navy missions; 3)Developmental Risk -- Evidence that the objectives are achievable and approach logical; 4) Past Performance -- The offeror's capabilities, related experience, facilities, techniques or unique combinations of these which are integral factors for achieving the proposal objectives; 5) Qualifications -- Capabilities and experience of the proposed Principal Investigator, team leader and key personnel who are critical in achieving the proposal objectives; 6) Proposed Cost -- Realism of the proposed cost and availability of funds. Multiple cost plus fixed fee type contracts of approximately one man-year each for the first year are anticipated as a result of this BAA. However, awards may take the form of a contract, grant, cooperative agreement, or an other transaction. Multi-year development projects are anticipated provided the offeror can structure a one-year baseline demo phase followed by one-year option phases and demonstrate satisfactory progress each year. Two year baseline projects are acceptable, as long as each year ends with a measurable milestone and the succeeding year is offered as an option. The number of proposals funded will depend upon the technical merit of proposals received and available funding. The government may choose to negotiate the complete effort including any proposed options; but is more likely to initially provide funds only for the baseline or first phase effort. Any proposed options should be priced and be presented in sufficient detail for evaluation. For awards made as contracts, the socio-economic merits of each proposal will be evaluated based on the commitment to provide meaningful subcontracting opportunities for small business, small disadvantaged business, women-owned small business concerns, historically black colleges and universities, and minority institutions. The standard industrial classification code is 8731 with the small business size standard of 500. In addition, contract proposals that exceed $500,000 submitted by all but small businesses, must be accompanied by a Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan in accordance with FAR 52.219-9. This notice constitutes an ONR Broad Agency Announcement (BAA) as contemplated by FAR 6.102(d)(2). There will be no formal request for proposal (RFP) or other solicitation with regard to this BAA nor does the issuance of this BAA obligate the government to fund any subsequently invited proposals nor pay any proposal preparation costs. The government reserves the right to accept a submitted proposal and negotiate for contract award up to 12 months from the date the proposal is received. Offerors submitting full technical and cost proposals should include a complete certification package that can be accessed on the ONR Home Page at http://www.onr.navy.mil (see Grants or Contracts on how to submit a proposal). All offerors of preproposals will be acknowledged. Preproposals will not be returned after evaluation.
