Michelle Truly, 719-570-3159 E-MAIL: Mrs. Michelle Truly,
truly_michelle@bah.com. Air Force Research Laboratory is seeking new,
innovative and promising hyperspectral technologies as part of a new
program named "Scout." This program is designed to explore creative,
new technologies and concepts for insertion into planned and future Air
Force systems. The Scout program consists of three phases, each lasting
one year. The objective of Phase I is a technology survey of industry,
academia, and government labs, to identify innovative and high
potential technologies. Booz, Allen & Hamilton is executing this phase
and will fund four to eight short fixed price studies to further
investigate the most promising technologies. The RFP will include
details of the study selection criteria. Booz, Allen is willing to sign
non-disclosure agreements with program participants. In Phase II, the
technologies identified in Phase I will be further studied, along with
the production of detailed design documents and roadmaps. Phase III
will include development of demonstration hardware and functionality
for a select number of technologies. The first phase of this study is
intended to include many different types of technologies and concepts,
to include: novel systems concepts (integrated technology solutions),
sensor/payload concepts and technologies (optics, detectors, scan
approaches, etc.), and on-board data processing (preparation, editing,
compression, feature extraction, etc.) The purpose of this request for
information is to solicit interest and points of contact for further
participation in this activity. Booz, Allen & Hamilton will provide a
Request for Proposal (RFP) to those organizations that respond to this
RFI. Booz, Allen will select four to eight participants to provide a
full proposal to negotiation of a three month study effort to further
define these hyperspectral technologies and concepts. The RFP will
define the level of detail and the form for the proposals. A schedule
for Phase I is shown below: 08 February 1999 RFI responses due 22
