(VACA)is seeking sources to assist in investigating modeling and
analysis techniques for enhancing spectroradiometric signature
analysis. Repondents are highly encouraged to submit not later than 5
February 1999, a capability statement that describes and clearly
demonstrates on-going research and development efforts, including
details of unique data exploitation and modeling capabilities, as they
apply to spectroradiometric signature analysis for intelligence
purposes. Companies/organizations are advised that this sources sought
is not to be considered a solicitation for proposals but a means by
which this agency can determine the extent of market activity and
capability to support the agency's program plans and objectives. Based
on the information received in response to this sources sought, the
agency will make a determination on the specific acquisition approach
which could result in the release of a formal request for proposals.
Respondents should keep in mind that any future request for proposals
will require an established SCI-facility (SCIF), an SCI-approved
computer modeling capability, as well as SCI-cleared personnel
available to work on any future contract efforts. The point of contact
