504-862-1665 1. CONTRACT INFORMATION: A-E services are required for the
preparation of Plans and Specifications for construction and for
Engineering and Design (E&D)during construction of a covered box
culvert along Dwyer Road between the Dwyer Road Pumping station and the
St. Charles Canal. The work consist of designing a reinforced concrete
box culvert (approximately 6300 feet long), roadway pavement, utility
relocations, right of way requirements and investigations, and all
other incidental work required for constructing the box culverts and
E&D during construction. The culvert alignment will traverse a major
road intersection an will parallel a major electric distribution
corridor. The culvert will be constructed as one contract. This
fixed-price contract is between $500,000 and $1,000,000. The
construction cost is estimated between $8 million and $12 million. 2.
PROJECT INFORMATION: The A-E shall furnish all services, materials,
supplies, plant, labor, equipment, studies, investigations including
surveys, supervision, and travel as required to prepare the plans and
specifications (including construction cost estimates), and the E&D
during construction for the work described above. All geotechnical
information will be furnished and coordinated by the Government. The
construction plans shall be prepared utilizing CADD programs fully
compatible with the Intergraph/Bently MicroStation CADD software
(version 4.0 or higher). Plotted electronic files shall be required in
CALS format. The construction specifications shall be in Microsoft
Word 98. 3. SELECTION CRITERIA: See Note 24 for general selection
process. The selection criteria are listed below in order of precedence
(first by major criterion and then by each sub-criterion). Criteria
(a)-(e) are primary. Criteria (f)-(h) are secondary and will be used
only as "tie-breakers" among technically equal firms. (a) Specialized
work experience and technical competence of the firm and its key
personnel to perform the services listed above. (b) Capacity
(personneland equipment) to submit the plans and specifications and
execute the E&D during construction within the following time frames
after contract award: prepare plans and specifications-10 to 12 months,
provide engineering and design during construction-approximately 1 1/2
years after construction contract award. Provide the following minimum
design personnel to perform work: 2 civil engineers, 2 structural
engineers, 1 cost engineer, 2 CADD technicians, 1 registered land
surveyor, 1-three person topographic survey crew. (c) Professional
qualifications of the key design personnel available to work on this
contract are required for the following disciplines: civil engineering,
structural engineering, cost engineering, surveying (one registered
land surveyor and surveyors experienced in using total station data
collection system), and CADD. (d) Firm's knowledge of the project area.
(e) Past performance on Department of Defense (DOD), Sewerage and Water
Board of New Orleans, and other similar contracts. (f) Location of the
design firm in the general geographic area of the project. (g) Extent
of participation of small businesses, including small disadvantaged
businesses, historically black colleges and universities, and minority
institutions on the proposed contract team as measured as a percentage
of the estimated effort. (h) Volume of DOD contract awards. 4.

requirements. Firms which meet the requirements described in this
announcement are invited to submit 6 copies of SF 254 and SF 255 (11/92
edition) for the prime contractor as well as all subcontractors and
consultants to the address below not later than the close of business
on the 30th day after the date of publication of this announcement. If
the 30th day is a Saturday, Sunday or a Federal holiday, the deadline
is the close of business of the next business day. Include the firm's
