This modifies CBD notice posted on the Internet earlier today (January
15, 1999) to clarify A/E requirements: Provide professional
engineering services to prepare the detailed comprehensive design
development program submission, preliminary drawings, working drawings,
specifications, cost estimates, contract documents, and construction
period services to facilitate award of construction contract to replace
several major HVAC Mechanical Equipment & Systems in Building 200 (a 15
story building with 570,000 square feet). The Architect/Engineer (A/E)
is expected to design all necessary architectural, structural,
mechanical, and electrical modifications necessary, and meet the
current VA HVAC design criteria and industry codes. The A/E is also
required to design related asbestos removal and a full-time CIH service
during actual asbestos abatement periods. Area of consideration is
restricted to 100 miles of the Hines VA Hospital, Hines, Illinois. A/E
must be capable of producing all plan documents on a CAD system fully
compatible with Auto CAD Release 14, and have the ability to provide
specifications on a 3.5" disk for Microsoft Word 8. Submit two (2)
copies of Standard Form (SF) 254 and SF 255 with appropriate
documentation by close of business (COB) February 15, 1999. Selection
criteria will be based on: (1) Past performance on similar projects,
maintaining project schedules and project budgets; (2) Overall design
experience and capability with architectural, mechanical, and
electrical renovation projects; (3) Qualifications of staff to be
assigned, with special emphasis on field personnel to be utilized; (4)
Knowledge in design and construction requirements; and (5) Cost
control effectiveness. No bid packages are available. The Project
