selection process of motel accommodations in the New London/ Groton, CT
area. The basic requirement is to acquire a suitable number of hotels
to accommodate Portsmouth Naval Shipyard personnel availability
requirements while working at the Sub-base in Groton, CT for a one-year
period (plus options TBD), via multiple award contracts. The
anticipated number of hotels is ten. The hotel selection is to be based
on overall value to the Government and will include costs proposals, a
geographic proximity cost assessment, and an inspection/evaluation of
the facilities proposed. A pre-vendors conference will be held at the
Portsmouth Naval Shipyard, Code 1200 conference room in building 86 on
Monday, 25 Jan 1999 from 9:00-11:00 AM east coast time. Maps for travel

RFP N00102-99-R-2033 will be issued on or about 05 Feb 99; closing date
of 08 Mar 99 at 3:30 pm local closing time. The est award date for all
contracts is 07 Apr 99. Comm'l clauses will be utilized for comm'l
services. Room specs are mandatory. There will be no exceptions. Min
size of living area is 225 sq ft, excl. bathroom/facility area,
balconies, closets. Must provide sanitary, clean, safe and well
maintained living conditions. Min furnishings are 1 dble bed, 2
pillows, 1 blanket, 1 bedspread, 1 full dresser, 1 comfortable chair,
closet or clothes hanging space, a table or desk for writing, lighting
to incl 1 large overhead light, 1 table lamp and bedside lamp/s.
Private bath with shower, tub, toilet, sink; shelf(s) for toiletries;
continuous hot water (20-30 PSI); free of rust, cracks, etc. in the
porcelain and surrounding area; ceiling must be free of damage;
anti-slip tub/mats. 1 grounded outlet located in the sink area. Clean,
carpeted room free of insects, dirt, etc. Shampooed every 2 mos or
less, vacuumed by daily housekeeping services as required. Room must
have a clean, sanitary odor. Smoking/Non-smoking rooms available. 19"
or better color TV w/remote control. Rooms require independently
occupant controlled A/C and heat units in working order available year
round. Units must be securely attached to the wall, floor, etc., be
clean, electrically safe and inspected on a regular basis. Wall units
should have no draft/gap in the surrounding area. Door with chain
lock/dead bolt securely fastened to the wall/door frame. Min change of
linen twice a week, to incl laundering of bespreads and blankets
weekly, or upon each change of occupancy, whichever comes first. Daily
clean towels to include, but not limited to: 2 bath, 2 hand and 2 face
towels. Daily maid/housekeeping service. 24 hour telephone service with
local calls free of charge. Desk must have an answering system/service.
Daily mail service. Laundromat (washers and dryers) or services on
premises or available within a 1/2 mi walking distance. Ice machine on
premises. Adequate, lighted, safe parking. Location must be within 20
miles from the sub-base. Check in NLT 11:00 AM w/staggered arrivals.
PNS employees assigned 1 per room and afforded access to all hotel
facilities as regular guests to include gyms, pools, restaurants,
lounges, cont. breakfast, coffee, etc. Contract is sales tax exempt.
All rooms require a microwave, coffee maker, refrigerator not less than
3 cu ft with freezer to be .2 cu ft or larger. A smoke
detector/sprinkler system. Current fire inspection certificate posted.
Electrical outlets in place and firmly attached to the wall. A min of
3 grounded outlets and no extension cords. All rooms will be
essentially identical. PNS reserves the right to sell back any rooms
not being utilized by PNS personnel within 48 hours advance notice to
