Construction of a new 10,400 SF (966 square meter) Pavements and Grounds facility supporting the Base Civil Engineer activity at the Minnesota Air National Guard Base, Duluth International Airport, Minnesota. The facility is primarily a garage-type structure which will house snow plows and other large civil-engineering-type vehicles. Also included are three smaller admin/classroom areas, latrines, and a mechanical room. The building will be a single story, slab-on-grade structure built with precast, insulated concrete wall panels. Roof structure shall consist of a steel deck over steel bar joists, insulation, and an EPDM membrane. Sitework required is typical of a project of this nature and includes site grading, utility work, concrete apron, bituminous access drive system, and landscaping. The estimated price range of the proposed contract is between $1,000,000 and $5,000,000. A firm fixed-price construction contract is contemplated. The Standard Industrial Classification (SIC) code for this work is 1542, Nonresidential Buildings. This acquisition is unrestricted regarding business size, and all responsible sources are encouraged to bid. If the low bidder is a large business and the award amount exceeds $1,000,000., the firm shall be required to submit a Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan IAW FAR 52.219-0009 (ALT I) after evaluation of bids but prior to award of the contract.
