is Amendment 0001 to the combined synopsis/solicitation for Ship Based
Deployable Pursuit Boats issued on 30 December 1998. This amendment
does not change the proposal due date. If requested, progress payments
can be authorized under this contract. FAR Clause 52.232-16, Progress
Payments, Alternate I, is incorporated into the solicitation and the
resultant contract by reference as an addendum to FAR 52.212-4,
Contract Terms and Conditions _ Commercial Items. In accordance with
FAR Part 32.204, the addition of FAR Clause 52.232-16, Alt I, is
contracting officer specified commercial contract financing. As a
result, any alternative proposed financing terms included as part of an
offeror_s proposal will not be accepted. Additionally, contract
financing will not be a basis for adjusting offerors_ proposed prices.
FAR Clause 52.232-29, Terms for Financing of Purchases of Commercial
Items is incorporated into the solicitation and the resultant contract
by reference as an addendum to FAR Clause 52.212-4. Offerors must
provide adequate security in order to receive progress payments in
accordance with FAR Part 32.202-4. The Coast Guard will accept an
offeror_s financial condition as adequate security provided that the
offeror agrees to provide additional security if their financial
condition becomes inadequate; see FAR Part 52.232-29(c). Additionally,
offerors must submit information that indicates they are eligible for
progress payments per FAR Part 32.503-3, particularly as it pertains
