The requirement is for a welder and wire feeder for use on the Shop
Equipment, Contact Maintenance (SECM). The SECM is a mobile shop set on
a HMMWV chassis. The estimated date of issue is 19 Jan 99. This
acquisition will be a four year Indefinite Delivery Indefinite Quantity
(IDIQ) contract with a minimum quantity of 23 and a maximum quantity of
950. The welder will have the following essential characteristics: The
arc welding power source shall be an integrated unit suitable for safe
performance of SMAW (Shielded Metal Arc Welding), also called "stick
welding", and GMAW (Gas Metal Arc Welding), also called Metal in Gas or
MIG welding. The welder shall be a suitcase-style hand-portable unit
incorporating solid-state inverter technology. The welder shall convert
3 phase 60 Hz 220-240 VAC to DC current suitable for SMAW and GMAW. It
shall be rated to produce output current of at least 250 Amps at 25
VDC with a duty cycle of at least 40%. Current draw for that output
shall not exceed 30 Amps at 230 VAC. The arc welding power source shall
not weigh more than 45 pounds, and shall fit within an envelope 17
inches high by 9 inches wide by 17 inches long. All operating controls
and indicators shall be mounted in a single vertical panel at one end
of the case. The operating modes of the arc welding power source shall
be switch selectable. The control panel shall provide output voltage
and amperage gages, a "power on" indicator, a "thermal overload"
indicator, and a variable control for output voltage and current. The
welder shall conform to the requirements of IEC 974-1, Insulation
Protection 23S, or equivalent. This solicitation will be issued
electronically in accordance with FAR 4.501, 5.102(a)(7) and
14.205-1(c) therefore hardcopies will not be provided. Vendors wishing

amendments thereto. Because of this, the Government is under no
obligation and is in fact unable to maintain a bidders mailing list. It
is therefore incumbent upon any interested parties to periodically

which may be issued. Failure to obtain any said amendments and to
respond to them prior to the date and time set for bid opening/receipt
of proposals may render your bid or proposal nonresponsive and result
