Standards and Technology (NIST) intends to negotiate with LG Industries
of Wagontown, PA on a sole source basis for the design and manufacture
of a replacement Suction Press Roll for a roto/cylinder paper machine.
LG Industries is the designer and manufacturer of the existing Suction
Press Roll. The design, physical, and performance characteristics of
the Suction Press Roll shall include the following: The Suction Press
Roll shall be designed to fit on 56" bearing centers. The vacuum
exhaust shall be located on the front of the unit with the outlet
facing down 12" outside the front bearing center and 10" below the
center of the roll. All controls for rotation and deckle width
adjustment of the roll suction box shall be accessible from the front
of the roll. A drive shaft shall be provided; it shall be fitted to the
rear roll head. The shaft shall be 3.500" (+.000/- .001) diameter with
a keyway 7/8 by 7/16 a minimum length of 6". The end of the drive
shaft shall be located 17-11/16" outside of the rear bearing center.
The roll shell shall be centrifugally cast 1N bronze composition, 14"OD
x 11.219" ID x 33" drilled face, with an overall length of 39". Shell
shall be covered with 1" thick rubber to a finish diameter of 16" and
have a hardness of 30 P&J. Drilled holes shall be 3/16" diameter in the
shell and 11/64" diameter in the rubber. The pattern shall be spiral
with an open area of 24% (+/-) in the shell and 20% (+/-) in the rubber
cover. The shell shall be designed for a 300 PLI load. The roll heads
shall be constructed of forged steel, grade A181. The rear head shall
have provisions for connecting a drive. The bearings shall be heavy
duty spherical roller bearings sized for a minimum B-10 life of 100,000
hours. The bearings shall be mounted in cast iron housings with grease
lubrication protected by labyrinth type seals. The suction box shall
be of heavy fabricated 304 stainless steel construction, with a
counterbalance design. The suction box shall have a 4" wide opening.
The trunnion that supports the front of the suction box shall also
carry the air and water out of the suction roll and shall be sized for
optimum velocity. The suction box shall be adjusted radially with a
set of worm gears. Each worm gear shall be a complete gear (not a
sector) to permit repositioning in the event of worn or broken teeth
thus minimizing the need for replacement. The seal strips shall be a
geometric designed to fit deckle packing material, air loaded with
minimum pressure to prevent scoring of the roll shell. The strips shall
be carried in brass channels mounted on the fabricated suction box. The
seal strips shall be lubricated with water across the entire face by an
enclosed lubricated shower to reduce friction and increase sealing. The
end deckles shall be a geometric designed to fit deckle packing
material, spring loaded, and mounted in brass heads which shall be
adjustable while the roll is running from a hand wheel located on the
front side of the Suction Press Roll. The deckles shall beadjustable
for suction box widths from 30" to 24". The silencing strip shall be a
water lubricated, geometric designed to fit packing material, located
in the trailing edge channel. Trailing channel shall be stainless
steel 304. There shall be one internal lubricating shower, of fog type
spray design, configured to lubricate all packing material housed
inside the roll. Packing material shall be a synthetic or naturally
occurring polymeric material having the following physical properties:
(1) Water absorption (long term aging 6 months at 212 F) volume shall
not decrease by more than .6%, weight shall not increase by more than
1.6%, P&J hardness shall be unchanged, and the "D" Durometer loss
shall not exceed 4; (2) Coefficient of friction (ASTMD 1894 Modified)
shall be static .26/dynamic .19 (+/- 15%, standard deviation for the
dynamic static).; (3) Coefficient of linear thermal expansion shall be
.000006 in/in F (ASTMD 696); and (4) Material hardness shall be 0 to
1 P&J at ambient temperature, 0 to 1P&J at 166 F and 0 to 1 P&J at 212
F. Loose base will not be required for this roll. However, the front
roll bearing housing and vacuum exhaust outlet shall be designed to fit
the existing loose base on the roto/cylinder paper machine located in
room A267, Building 231, at NIST in Gaithersburg, MD. A shipping
container shall be provided for the roll for protection during shipping
and storage. The container shall completely enclose the roll and shall
be sturdy enough to withstand loads placed on top of it equal to its
own weight plus the weight of the Suction Roll. The base of the
container shall be designed to permit picking up with materials
handling equipment. The replacement Suction Press Roll design must be
approved by the Government before manufacture can begin. All machined
surfaces shall be epoxy coated. The final grind shall not be part of
this requirement. The required delivery is 30 weeks after receipt of
order, FOB destination, Gaithersburg, MD. The government intends to
issue a fixed price purchase order for this requirement. The proposed
contract action is for supplies or services for which the Government
intends to solicit and negotiate with only one source in accordance
with FAR 13.106-1(b). Interested persons may identify their interest

a request for competitive quotations. However, all quotations received
by 3:00 PM Eastern Time January 29, 1999, will be considered by the
Government. A determination by the Government not to compete this
proposed acquisition based upon responses to this notice is solely
