solicitation is scheduled to issue on or about 1/29/99 and will be a
standing solicitation for Federal Supply Schedule FSC Group 37, Part
II, Section A, from which the Government contemplates award of
contracts for supplies listed in the Schedule of Items. Special Item
Numbers (SINs) will be reduced from 25 SINs to 8 SINs, as follows:
341-100 -- Mowers; 341-200 -- Mowing Implements, Tractor Drawn or
Mounted; 341-300 -- Tractors, Gas/Diesel without implements (lawn and
garden dedicated); 341-400 -- Various lawn and garden implements;
341-500 -- Cattle Guards (all types); 341-600 -- Chain Saws (all
types); 341-700 -- Accessories/Replacement Parts; and 341-99 --
Introduction to New Products. The scope is expanded to include
worldwide delivery. FOB destination terms apply to the domestic scope,
48 contiguous United States and Washington D.C for all SINs except
341-500, Cattle Guards which are FOB Origin. FOB Destination terms
apply to all locations outside the domestic scope. Contact points for
locations outside the domestic scope are mandatory in order to provide
those locations with local assistance. This will be an unrestricted
acquisition and will remain in effect unless amended and/or replaced by
an updated solicitation. Multiple Award Schedule (MAS) solicitations
are "standing" opportunities for new offers. There is no closing date
for receipt of offers; therefore, offers may be submitted for
consideration at any time during the life of this solicitation. The
Federal Supply Schedule period is continuous, and will contain
contracts with periods that commence on the date of award (DOA) and
expire five years (exclusive of any options) from the DOA unless
further extended pursuant to any option to extend the term of the
contract, or canceled sooner. These new provisions will ensure that our
customers are provided a continuous source of supply. Offers will also
now be accepted for identical brands pending determination of fair and
reasonable pricing. Resultant contracts will be indefinite delivery --
indefinite quantity contracts with $100 guaranteed minimum for the
contract period. Various clauses including Clause I-FSS-599, Electronic
Commerce -- Federal Acquisition Network (FACNET), which implements GSA
Advantage (GSA's On-Line Shopping Program) are included. Acceptance of
the Government Purchase Card is mandatory for payments equal to or less
than the micro-purchase threshold for oral or written delivery orders.
You must be capable of receiving payment by Electronic Funds Transfer
(EFT) in accordance with Prompt Payment Act (31 U.S.C. 3903) and
Office of Management and Budget (OMB) Circular A-125, Prompt Payment.
All contracts to be awarded include Industrial Funding provisions. See
Note 12 (Trade Agreements). Reporting of contract sales information
must now be accomplished using the World Wide Web in lieu of 72A cards
pursuant to Clause 552.238-72, Contractor's Report of Sales. All
responsible sources may submit an offer which will be considered. This
solicitation will issue over the Electronic Posting System (EPS) only.
