Center Division Newport (NUWCDIVNPT) proposes to acquire approximately
21 shipsets of a new High Frequency Sonar Sail Array over a five year
period. Each shipset includes a hydrophone array, projector array and
foundation. The hydrophone array is a semi-cylindrical 800 channel
modular array organized as 80 vertical staves of 10 elements each. Ten
adjacent staves are housed together to form a module. Major array
components include piezoelectric transducer elements, analog signal
conditioning and digitization electronics, digital telemetry
electronics, and power supply conditioning circuits. The array is
located in the top leading edge of the sail behind an acoustic window.
The projector array is a cylindrical array consisting of 24 rings of
13 elements each, and is located in the sail below the hydrophone
array, also behind the acoustic window. We anticipate that the contract
will be a firm-fixed price supply contract with options for shipsets
and spare modules. First year production quantity will be one shipset.
Second, third and fourth year quantities will be two, four, and
fourteen respectively. Fifth year quantities will be for a
yet-to-be-determined number of spares. Delivery will be 1 July 2001 for
the first shipset. (All delivery dates are firm.) Contract award is
planned for October 1999 or sooner. Second year deliveries will be one
shipset October 2001 and one shipset July 2002. Third year deliveries
will be two shipsets October 2002, one shipset January 2003, and one
shipset April 2003. Fourth year deliveries will be four shipsets
October 2003, five shipsets January 2004, three shipsets April 2004,
and two shipsets July 2004. Award will be made on the basis of best
value. Evaluation factors are past performance, approach, resources and
price. The formal request for proposals will be released no sooner than
1 July 1999. The solicitation will not be commercial and will be
unrestricted. Proposals will be due 30 days after RFP release. The
Government and the University ofTexas /ARL have designed, built and
tested a prototype system. The Government intends to acquire production
items similar to the prototype. The Government requests that potential
offerors review the design and specification and provide comments to
the contracting officer (hallrl@npt.nuwc.navy.mil

(winfreywp@am.npt.nuwc.navy.mil) concurrently. Offerors are cautioned
not to include proprietary information in their comments, as all
comments may be included in the RFP. The design drawings are available
from (winfreywp@am.npt.nuwc.navy.mil). (Provide name of firm, address,
and CAGE code.) Potential offerors should assess the degree to which
the drawings are adequate to build a successful production item, noting
any conflicts, missing essential details, or aspects, which
unnecessarily drive costs or limit competition. Comments on the
drawings should be received at NUWCDIVNPT by 19 FEB 1999. The
Government will provide potential offerors -- with appropriateclearance
-- copies of a performance specification (with classified addendum) on
or about 1 MAR 1999. Potential offerors should assess whether the
specification is achievable and consistent with the drawing, advise
what commercial specifications and standards are appropriate, and note
aspects which unnecessarily drive costs or limit competition. Comments
on the specification should be received at NUWCDIVNPT by 1 APR 1999.
Potential offerors may request the specification from the engineer at
the above address. Provide information necessary for transmission of
classified data. In the interest of allowing the program to forecast
funding requirements with greater accuracy, potential offerors are
asked to provide the contracting officer with rough estimates of the
likely shipset costs, noting the degree to which prices are sensitive
to quantity and schedule. The estimates will not be disclosed outside
the Government, and sources will not be identified. The estimates are
not binding and do not effect selection. Offerors should estimate the
price of fabricating items which meet the performance specifications
and conform to the drawings, and estimate the price of fabricating
items which meet the performance specifications but deviate from the
drawings. Proposed deviations must be clearly identified and will not
be released outside of the government. Our department no longer issues
