solicitation for commercial items prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation. Quotations are being requested and a written solicitation
will not be issued. Solicitation 53SBNB967025 is issued as a Request
for Quotation (RFQ) using simplified acquisition procedures. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-07. The Standard
Industrial Classification (SIC) code is 5049. This is a small business
size set-aside and the related small business size standard is 100
employees. This is a Brand Name or Equal RFQ. The Contract Line Item
Number (CLIN), quantities, and unit issues are as follows: CLIN 0001,
STAIB Instrument Model EK-35-RS 35keV High Precision RHEED-System with
the following: a) Short version of electron source mounted on a
standard NW 35 CF flange with servicing tools and one spare cathode; b)
35keV power supply with 5 meter cables, interlock security system and
diagnostic plug; c) Power supply for beam focusing and positioning with
5 meter cables and diagnostic plug; d) Beam rocking and beam blanking
options; e) Remote control box for focusing and positioning of the
electron beam, stand-by operation beam rocking and beam blanking; f)
Power supply must be able to operate existing STAIB Instrument Model
EK-35-R 35keV electron source. CLIN 0002, STAIB Instrument Model
EK-35-HDS short hood with 5 meter cable that will fit on existing STAIB
Instrument Model EK-35-R 35keV electron source to include all cabling,
5 meter long to run the electron source, such as the X-Y deflectors,
beam rocking, and beam blanking. These cables shall be compatible and
operated from the power supply in CLIN 0001. It is intended that the
power supply in CLIN 0001 will run two electron sources, the one in
CLIN 0001 and an existing STAIB Model EK-35-R 35keV electron source.
Connection flange on the existing electron source has the following
dimensions: Inner diameter is 1.493 inches, and Outer diameter is 1.620
inches. CLIN 0003, Secondary electron detector system consisting of :
a) Model RG-VPA preamplifier; b) Model SED-38 secondary electron
detector on 2-3/4" CF flange with all necessary high voltage supplies;
c) All necessary cables. CLIN 0004, Operating and Maintenance Manuals,
1 set; The National Institute of Standards & Technology (NIST) intends
to obtain a High Precision RHEED System to be used to monitor the
growth of III-V semiconductors in an ultra-high vacuum MBE chamber. The
system will run an existing STAIB Instrument Model EK-35-R electron
source mounted in a metal thin film MBE chamber connected to the III-V
MBE chamber. The system must be plug compatible with this electron
source to allow us to run two guns with one controller and share
maintenance items from our existing stock such as electron source
filaments. The system must achieve the following specifications: 1) The
energy must be continuously adjustable from 1 to 35 keV with stability
better than 2x10E-4/hour; 2) Achieve beam currents up to 120 microamps
measured on the sample; 3) Achieve a spot size less than 40 microns at
a working distance of less than 150 mm; 4) Operate with working
distances of 100 to 1000 mm; 5) Have X,Y delfection controls with
deflection up to +- 15 deg. The deflection axes must be externally
adjustable 360 degrees during use; 6) The unit must allow for blanking
of the beam up to 300 Hz; 7) The unit must have a beam rocking option
to electronically control the angle of incidence of the electron beam;
8) The unit must come with a remote control box for focusing,
positioning, beam blanking and rocking controls; 9) The unit must run
on 110/120 V 60 Hz power; 10) The unit must come with a diagnostic plug
for quick checking of all major system functions. The Government
requires one set of operation and maintenance manuals. Required
delivery within 90 days after contract award. The instrument shall
betested and accepted within 20 days of delivery. FAR 52.247-34 FOB
Destination, Delivery location is National Institute of Standard &
Technology, Shipping and Receiving, Building 301, 100 Bureau Drive,
Gaithersburg, MD 20899-0001. The provision at FAR 52-212-1,
Instructions to Offerors -- Commercial Items are applicable to this
acquisition. The provision at 52.212-2, Evaluation-Commercial Items,
applies to this acquisition. The Government will make award to one
offeror. The proposal selected for contract award will be made to the
offeror whose proposal offers the best value to the Government,
technical, price, and other factors considered. The Government will
evaluate information based on the following criteria listed in
descending order of importance with the TECHNICAL FACTORS being
significantly more important than price. 1) Technical capability to
meet the agency need; and 2) Past Performance. (Offerors must provide
a list of at least five (5) references confirming the installation and
use of these instruments). The technical factor is worth slightly less
than three-fourths of the total point score. Past Performance factor is
worth slightly more than one-fourth of the technical points. Technical
and Past Performance, when combined, are significantly more important
than price. Offerors shall comply with the provision at FAR
52.212-1(b) and submit 1) Three (3) copies of quotation which addresses
CLIN 0001-0004; 2) three (3) copies of technical description of the
items being offered in sufficient detail to evaluate compliance with
the requirements in this solicitation; 3) Two (2) copies of the most
recent published price list(s); And 4) Two (2) copies of a list of
references. The list of references shall include a minimum: The name of
the reference contact person and the company or organization name; the
telephone number of the reference contact person; the contract or
grant number; the amount of the contract or address, and the telephone
number of the Contracting Officer if applicable; and the date
equipment was delivered. Offerors shall include a completed copy of the
provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items which may be downloaded from
http://www.nist.gov/admin/od/contract/repcert.htm. The clause at FAR
52.212-4, Contract Terms and Conditions-Commercial Items, and the
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, applies to
this acquisition, including subparagraphs (6) 52.222-26, (7) 52.222-35,
(8) 52.222-36, (9) 52.222-37, (10) 52.225-3, (15) 52.225-21(I), and
