surveillance system to be installed at Portsmouth Naval Shipyard,
Portsmouth, NH. This system replaces an existing video system, which is
beyond economical repair. The new system will be installed by a
contractor in the areas identified below conforming to this criterion.
Video transmission and control will utilize the existing Government
furnished wiring size 22 awg twisted pair. Primary control for the
video system is at the security operations center, secondary control is
the storm control center, both located on the first floor of building
156. Secondary control is via Ethernet Local Network(LAN) running on
windows NT-4 platform. All components of system will operate on an
uninterrupted power supply for a minimum of two hours. Cameras and
monitors will be high-resolution color with low light capability.
Lenses to be 15-180 MM zoom or better. All outdoor equipment will be
designed and installed to withstand exposure of salt air environment.
System to be expandable to 20 zones. System to allow setting of presets
to automatically position camera during alarm conditions. System to
allow interface with Simplex NT-3400 intelligent system controller to
activate presets in event of an alarm conditions. All system control,
monitor features, zoom, pan, tilt,preset programming, to be performed
via software. Camera site:Water tower, bld 238, Power Plant, Pass
office tower, bld 291 & bld. 170. Security Operation Center(primary
control):Will have a workstation and two color monitors installed. The
workstation operating system to be NT-4. Workstation to control all
functions of the video surveillance system to include but not limited
to;camera selection, setting of presets to all cameras, setting of
scanning tours for each monitor, local controls pan,tilt, & zoom. The
video system control software may reside on a server to allow
access/control from multiple workstations. This server will operate on
the NT-4 platform and connections to the workstations will be via
Ethernet LAN. The installation of the operating system must comply with
Portsmouth Naval Shipyard LAN standards.Storm Control Center(secondary
contro): Have workstation with video output to existing monitor.
Workstation operating system to be NT-4. Workstation to control all
functions of the video surveillance system to include but not limited
to: camera selection,setting of presets to all cameras, setting of
scanning tours for each monitor, local controls pan, tilt, & zoom.
Installation: All hardware and software to be installed by contractor.
Wiring for control and video to be supplied by the Government.

are being requested and a written solicitation will not be issued. This
acquisition is reserved exclusively for Small Business Concerns; the
standard industrial classification (SIC) code for this acquisition is
7382 and the small business size standard is $6 million in annual
receipts. acquisition is reserved for Small Business. However, the
quoter's size status may affect entitlement to award in the case of a
