contemplates soliciting offers for a contract to establish a linked
blood donor-recipient repository (DRR) to 1) evaluate the
transmissability of emerging pathogens through the blood supply by
collecting blood specimens and epidemiologic data from linked donors
and recipients of blood components; 2) identify and monitor new
emerging infectious diseases; and 3) assist blood banking organizations
and regulatory agencies to develop new policies and procedures to
protect the blood supply from these agents. The offeror must
demonstrate the ability to enroll a sample size of 30 donor-recipient
pairs each month or 360 donor-recipient pairs annually. This includes
the ability to access donors who might theoretically be at increased
risk of emerging, unrecognized infectious agents, such as first time
donors, donors of non-U.S. origin, and donors from blood collection
agencies proximal to ports of entry or near U.S. national borders. The
Government reserves the right to make more than one award as a result
of this of this solicitation. The contemplated period of performance
is 48 months and consists of six phases to be conducted consecutively;
3-months for Phase I, the start-up phase; 12 months each for Phases
II, III and IV, the specimen and data collection phases for both donors
and recipients; 6 months for Phase V, collection of 6-month follow-up
data and specimen collection for the last group of enrolled recipients;
and 3 months for Phase VI, the completion Phase. The scheduled issue
date of the RFP is approximately February 16, 1999 with a proposal due
