The proposed contract action is for work on the Course of Action Development and Evaluation Tool (CADET) with extensions to its current capabilities that will aid military planners charged with developing, analyzing and communications courses of action (COAs). The Government intends to solicit and negotiate with Only One Responsible Source, under authority of FAR 6.302-1(b)(1), 10 U.S.C.2304(c)(1). Contractor's efforts to be completed in accordance with the Statement of Work for CADET Enhancements. The performance specification is to extend research and development work on CADET toward a robust, flexible, knowledge-based tool capable of demonstration in Army experiments and exercises. Negotiations shall be conducted with Logica Carnegie Group for a twenty-four month effort plus an option to extend the terms of the contract for an additional twelve months on a best-effort basis. No solicitation will be forthcoming.
