conducted in the past for which reports and data basing is now
required. Research reports containing findings to date are not
available to the government. A Ph.D as well as complete knowledge of
the Russian language is critical to compiling world wide data on
mineral deposits. A noncompetitive contract action is anticipated due
to the extremely high qualifications necessary to successfully carry
out these tasks. We currently know of no one else who has the knowledge
and experience necessary to complete these services. However, all
responsible sources may submit a proposal for consideration. Posted
