National Highway Traffic Safety Administration (NHTSA) has an ongoing
program to evaluate existing motor vehicle regulations to determine
their effectiveness, benefits and costs. The objective of this
requirement is to provide data that can be used by NHTSA in its
evaluation of the costs of motor vehicle equipment modified or added to
motor vehicles necessary to comply with the performance requirements of
existing regulations. The Contractor shall furnish the necessary
qualified personnel, facilities, materials, supplies, and equipment. It
is contemplated that an Indefinite Quantity Contract (IQC) on a Time
and Materials basis will be awarded for this effort. The anticipated
period of performance is for twelve (12) months with two (2) additional
one-year option periods. This solicitation will be mailed to those
organizations responding in writing to this announcement. The
