National Gallery of Art (NGA) is seeking an engineering consultant to
provide project management support on site at the NGA for the Master
Facilities Plan projects and other ongoing renovation projects. The
resulting contract will be for 12 months from the date of award,
including four (4) 12-month option periods. The base year shall not
exceed $150,000 and each option year shall not exceed $150,000 for a
cumulative contract total not to exceed $750,000. The contractor shall
provide on-site engineering project management and program management
services within the Administrator's Office at the NGA and will be
required to act as liaison with other NGA departments for facilities
master plan projects. Services will include: pre-design and program
oversight; design review, management and coordination; constructibility
reviews; bid analysis; construction oversight and coordination;
submittal handling and review; monitoring and tracking project
schedules and budgets; and documentation for the Master Facilities Plan
projects. The contractor will also provide technical support to
evaluate and monitor the progress of work produced by design and
construction contractors. For all aspects of the work, the contract
will prepare project documentation, file and records management; budget
and cost analysis; and communication of technical issues with NGA
staff. Selection will be based on the following evaluation criteria:
(1) Prior museum facility project management experience with major
design and construction projects for phased, multi-million dollar,
building engineered systems renovations and facilities upgrades (in
gallery, public, and occupied spaces); (2) Specialized erperience,
technical competence, and demonstrated engineering expertise in the
coordination of building mechanical, electrical and plumbing systems
renovation and repairs in historically significant structures; (3) Past
perforamnce during the last five years supported by either ratings or
references from clients on similar contracts with Government agencies
and/or privide industry including quality of work, compliance with
schedules and cost control effectiveness. Include names and current
phone numbers for listed clients. Clients may be contacted during the
evaluation process; (4) A commitment that the engineer assigned to the
project will be available to provide continuity for satisfactory
performance of the required services; (5) Geographical location and
knowledge of the locality of the projects. The contractor must meet the
following minimum professional requirements: (1) Engineer with a
professional background in either mechanical, electrical, or plumbing
engineering; (2) Proficient knowledge of engineering design; contract
documents; building systems renovation and related building codes and
life safety requlations; (3) Proficient project management skills in
communication, documentation, file and records management, budget and
cost control analysis, and project coordination among a diverse group
of design and construction professionals, and in an institutional
setting. Only the 11-92 edition of the SF-254 and SF-255 will be
accepted. Supplemental information regarding specialized experience
should be included in the SF-255. Only the SF-254 and SF-255 will be
reviewed. Experience identified in block 8 should not be more than five
years old. Individuals/firms should provide four complete copies of the
submission. Individuals/firms who do not comply with the requirement
will be considered non-responsive. No other general notification to the
firms/individuals under consideration for this project will be made
(information regarding actual submittal, contact, date, time, etc.)
This is not a request for proposal. Submitted material will be disposed
of by the NGA sixty days after contact award unless a specific request
is made for its return. Phone calls are discouraged. Site visits will
not be arranged. Individuals/firms who meet the requirements described
herein are invited to submit SF-254 and SF- 255 to the National Gallery
of Art, Resource Acquisition Office/ARA/Rm. CLA-44, 6th & Constitution
Ave., NW, Washington, DC 20565, Attn: Terry Vann Ellis, by 3:30 p.m.
on Feburary 5, 1999. Fax copies of the SF-254 and SF-255 will not be
