Delivery Contract (IDC) valid for one year to include an option for two
additional years. Total yearly, cumulative amount of the contract is
$1,000,000.00 per year, with individual Task Orders not to exceed
$1,000,000.00. Options may be exercised early if the contract amount
for the base period (or preceding option period) has been exhausted or
nearly exhausted. The contract will be valid for one year with option
for two one- year extensions with the same limits as the base
contract. The first contract will be awarded the first quarter of FY
2000. Contract award is anticipated in October 1999. Three or more
contracts may be awarded as a result of this announcement. SERVICES
REQUIRED: Multi disciplined A-E services are required for general A-E
design of environmental pollution projects and other Environmental
Services in any areas where the Europe District has a mission. Primary
use of contract is expected to be within Germany. The primary focus of
work under each of these contracts will be preparation of biddable
environmental design packages. Designs for both pollution prevention
type environmental projects (including but not limited to the
construction, upgrade or repair of facilities such as hardstands, sewer
lines, gas stations, hazardous material storage area, and POL
separators) and to a lesser degree design of remediation of soil and
groundwater contamination) and abatement or remediation of other
hazardous materials ( such as asbestos containing materials, PCS, lead,
radon and dioxin) may be required. It is intended that the other
environmental service requirements would cover all four of the Army's
environmental pillars -- Compliance, Restoration, Prevention and
Conservation. Some of the work that could be requested includes but is
not limited to: (1) Evaluation of professional reports and performance
of environmental studies covering a broad range of activities e.g. air,
wastewater, soil and groundwater pollution, asbestos containing
materials and pollution prevention facilities (POL separators, hard
stands, hazardous waste storage areas, etc.); landfill evaluations, and
other hazardous materials including but not limited to PCB, lead, radon
and dioxin. (2) Preparation of environmental planning documents (spill
prevention contingency response plans, hazardous communications plans,
hazardous materials/waste management plans, hazardous waste
minimization plans; potable water management plans, natural and
cultural resources plans, asbestos management plans etc.) (3)
Evaluation of hazardous wastes/materials storage and contamination. (4)
Performance of laboratory analyses and field sampling in all areas of
environmental interest (based on the latest U.S. and host nation
standards). Work may include drilling wells for soil and ground water
investigations. (5) Evaluation of analytical results in view of
appropriate U.S. and host nation laws and regulations. (6) Preparation
of public information/education documentation, public
relations/training seminars, etc. regarding environmental topics. (7)
Preparation of translation and/or technical interpretations. (8)
Construction Phase Services. SPECIFIC CRITERIA: The selection criteria
are listed below in descending order of importance. Criteria A-G are
primary. Criteria H-I are secondary and will only be used as "tie-
breakers" among technical equal firms. A. Adequate professional
personnel assigned to the contract work in the following disciplines:
civil, mechanical, electrical, and environmental engineers, geologist,
environmental scientist, certified industrial hygienist, chemist,
hydro geologist, and biologist. B. Experience in Europe, United States
or other geographical areas such as Southeast Asia and Africa within
the last 3 years in the following fields: Primarily : Pollution
Prevention Designs (e.g. POL separators, Hard stands etc.); Secondarily
: Contaminated Soil/Groundwater Designs, Contaminated Soil/Groundwater
Investigations; Hydrology and Ground Water Studies; Soil and
Geological Studies; Secondarily: Asbestos Surveys and Abatement
Designs; Hazardous Waste/Material Analysis and Assessment; Management
Plans (potable water, hazardous materials/waste); Risk Analysis on
Remediation Projects. This must include information that indicates
firm's familiarity with related applicable U.S. and Host Nation
regulations. Although experience in all of the above fields is
required, particular emphasis will be placed on experience in pollution
prevention design and soil and groundwater remediation experience. Of
lesser importance is experience within the last 3 years in the
following fields; Water Supply, Treatment and Distribution; Wastewater
Collection, Treatment and Disposal; Air Pollution Control; Solid Waste
Studies; Water Resources Studies; Environmental Impact Studies,
Assessments, or Statements. C. Capability to efficiently perform
services in Germany. This must include the ability to prepare
specifications in the German Style, using German Din standards. Firm
must be familiar with current German legal and technical regulations
and must have related environmental pollution prevention and soil and
groundwater contamination design experience in Germany within the past
five years. This experience must include coordination of environmental
issues with Germany approval agencies. This is of particular importance
with passage of the new Supplemental Agreement to the SOFA for
Technical Experts. D. Experience within the work areas discussed under
Item B in which the work has been performed with DOD (i.e. the volume
of contract awards in the last 12 months as described in Note 24.)
Particular emphasis will be placed on work performed for the U.S. Army
Corps of Engineers with secondary emphasis for having done work for
the Europe District) and having performed pollution prevention and/or
soil and groundwater remediation work with this agency. E. CADD
Capability: Firm must have capability to provide all project plans on
electronic media in a format that can read and manipulate on an
Intergraph Microstation 32 with *UNIX) software, version 4.0 or higher
without further translation or modification. A summary of the firm's
CADD capability must be included in paragraph 10 of the SF 255. F.
Management Plan: This plan must show in block 10 of the SF 255, as a
minimum, details of lines of supervision and communication, location,
and working relationships between teams, particularly Joint Venture
Partners and Sub-consultants. It must also cite the primary project
manager/s who will actually be working on this contract, to include
his/her qualifications and location. G. Capacity to perform more than
one Task Order simultaneously within prescribed schedules. The
evaluation will consider the experience of the firm and any Joint
Venture Partners/Consultants in similar size projects and the
availability of an adequate number of personnel in key disciplines. H.
Past performance on DOD and other contracts with respect to cost
control, quality of work, and compliance with performance schedules. I.
Volume of DOD Contract awards in the last 12 months. SUBMISSION
REQUIREMENTS: Interested firms having the capabilities to perform this
work are invited to submit one copy of SF 254 (11/92 edition) for the
prime firm and all joint venture/consultants and one copy of SF 255
(11/92 edition) to the address below address not later than the close
of business (COB) (1600 local time) on 15 February 1999. Forms may be
obtained from the Europe District A-E Contract Section located in Room
820 of the Amelia Earhart Center in Wiesbaden. Forms should be current
and up to date (within one year old). Firms may be rejected for
outdated or missing SF 254s. Block 4 of the SF 255 must show only the
staff (including all subconsultants) available to perform the
anticipated work. Disciplines show on the SF 254 and SF 255 must
clearly delineate full- time, free lance and subcontracted personnel on
the staff of each firm. Do not include promotional, brochures,
advertisements or other extraneous material in your submissions. This
is not a request for proposal. Include your firm's facsimile number in
thesubmittal. Also include the firm's ACASS number, if applicable, in
the SF 255 block 2b. PLEASE NOTE: Firm sending submittals via air
courier services should state the content value to be no cost or zero.
If a monetary value is indicated on the package the package will be
delayed due to customs clearance. The Europe District is not
responsible for such delays which affect late receipt of submittals.
