The U.S. Army Corps of Engineers, Europe District intends to award a contract for Y2K Remediation and Testing. The imminent proximity of the next century has caused an international awareness in the automation world. It is well known that some software programs/systems will not increment the date to the year 2000 and that some unpredictable problems may arise. Modern buildings and facilities including medical, include many types of non-information technology (non-IT) systems and equipment that may rely on computers or other microprocessor controls for proper operation. Systems that could be affected include elevator controls, entry controls, emergency power supplies, utility monitoring and control systems, fire alarms, electronic security, and many other related systems that control building environments or are subsystems used for process controls. The purpose of the contract is to have a Contractor remediate systems and equipment identified as Y2K non-compliant to ensure that U.S. Army Europe and 7thArmy (USAREUR) Area Support Groups (ASG) and Base Support Battalions' (BSB) non-information technology (non-IT) systems properly process the century date change. Therefore, allowing all non-IT facilities systems/subsystems to remain fully operational and posing no safety risk to users during century date change. U.S. Army Europe, (USAREUR) has completed surveys and assessments of all non-IT systems. On the basis of gathered and analyzing data, it determined which systems need remediation/fixing to be Y2K compliant. The contractor shall provide all personnel, services, materials, equipment and transportation required to perform implementation of recommended remediation/fixs, and testing of the remediation action performed. The work to be performed is divided into 2 periods. During the first period, which is from date of contract award to 30 June 1999, the Contractor shall remediate all identified Y2K non-compliant safety, security and core mission systems and equipment. During the second period, 1 july 1999 to 31 March 2000, all other systems will be made Y2K compliant. The work to be performed shall be performed in 3 phases: (1) verification of recommended remediation/fix, (2) implementation of Y2K remediation, and (3) validation/testing of performed remediation actions.
