Mjesten@nsf.gov. Logistics and research support services for university
and other researchers that have been selected by NSF to conduct
research projects in the Arctic. That support will include; movement of
people and supplies to, from and within the Arctic; storage, provision
and maintenance of NSF equipmentfor the use of investigators in the
Arctic; design, fabrication, and installation of facilities, including
field camps, at permanent and temporary research locations in the
Arctic. The contractor will work with NSF, individual researchers,
other Government agencies, other logistics providers (including
international) to provide operational support for individual and group
research projects throughout the Arctic. Operational support can
include subcontracting to commercial support operators, and
facilitating Arctic logistics support with existing service providers.
Previous and planned sites of research projects include the North
Slope of Alaska (Toolik Field Station, Barrow, Prudhoe Bay, Seward
Peninsula) and Greenland (Summit Station, Dye 2) as well as remote
sites in Alaska and Greenland. Logistics operations in Alaska mostly
utilize existing commercial and institutional facilities and NSF-owned
equipment where practical. Logistics operations in Greenland utilize
Danish commercial facilities in Kangerlussuaq,US Gov. facilities at
Thule AFB, and NSF-owned equipment stored at these locations and the
Summit Station. Logistics support could extend to other Arctic nations
as science requirements dictate. Contractor will provide operational
plans and cost estimates for all proposed research projects, conduct
research support activities, attend scientific workshops and
conferences, maintain an informative web page on current capabilities
and activities, and document improvements in service in the context of
GPRA. A cost-reimbursement contract is contemplated with a
three(3)year baseperiod and one(1) two(2) year option period.
Anticipated contract start date is 9/1/99. A best value source
selection will be conducted with technical significantly more important
than cost. The applicable SIC code for this action is 8744. This is an
unrestricted acquisition which will contain a price evaluation
