sbjackson@usgs.gov. The U. S. Geological Survey requires a fully found
vessel to support marine geophysical research in the waters between
Santa Monica Bay, California and the Mexican border. Specific missions
may include shallow-towed and deep-towed instruments, deployment and
towing of seismic streamers and extended over-the-side, wire-line
operations. Work is to occur between 6/1/99 and 7/15/99. Operations
will last from 14 to 21 days at 7 days/week and 24 hrs/day continuous.
Mobilization will occur at USGS dock, Redwood City, California and
last no more than 5 days. Demobilization will occur at same location
and last no more than two days. Government will install and remove
government equipment. Contractor's crew may assist in mob/demob tasks.
Transit time is from mobilization site to work site and return.
Operations time is when Government is conducting work on site.
Contractor down-time is when vessel or crew is not capable to carry out
the government's mission. In-port time is the time when the Contractor
is required to re-provision, re-fuel, or change out scientific
personnel. Contractor performance will commence upon vessel's arrival
in Redwood City, California and end upon completion of demobilization
at Redwood City, California. The proposal evaluation criteria, in
relative order of importance are as follows: (1) conformance to minimum
desired specifications. (2) crew qualifications and experience. (3)
past performance in survey work (4) cost tradeoffs and overall value.
Minimum desired vessel specifications: length of 135 feet; beam of 32
feet; self propelled; transit speed of 9 knots at sea state 4; speed
control of +/- 1/3 knots in 0-4 knot range; can maintain constant speed
of 3 knots and constant heading over extended periods; station-keeping
normal deck work through sea state 5; limited work through sea state
7; station keeping in 35 knot winds and sea state 5 and 2 knot current.
Deck area: 1000 contiguous square feet clean space on fantail to hold
winches / vans weighing up to 40,000 pounds each; diesel fuelhook-up;
usgs generator footprint 4x8 feet (requires diesel). Vendor may propose
alternative for van configuration by providing 400 square feet
air-conditioned space w/power for government electronic equipment
installation. Bulkhead fittings must be provided to allow cables to be
run to fantail. Vessel shall have: stern mounted u-frame/a-frame/davit
for winch wire using 30" diameter sheave and handle ten meter coring
system; boom to tow seismic streamer over-side; crane to service
fantail area; capstan for emergency equipment recovery. Additive Bid
Item: propose lease cost for a winch w/drum capacity of 1000 meters of
1/2" wire; pull capacity of 10,000 pounds; power-out/power-in at 100
meters/minute. Vessel should be acoustically quiet. Fuel costs will be
reimbursed on actual measured usage. Captain / Chief Mate to provide
resumes. Accommodations: fit for 14 scientists (male/female);
air-conditioned rooms; linen/laundry facilities; breakfast, lunch,
dinner; midnight meal for 7 persons. The Government anticipates a firm
fixed-price contract. Proposals are to be requested from the
Contracting Officer. Responses reference RFP No. 99WRSS0005. The SIC is
4499. Offerors are encouraged to provide descriptive literature
(photographs, drawings, or brochures) with their offer. The Government
