Presolicitation Notice: The Federal Emergency Management Agency (FEMA) is seeking bidders for a construction project which consists of the following: Construction of a modular storage building, 120 feet long by 30 feet wide, consisting of 21 storage units. The 21 storage units consist of six 10' X 10' units, ten 10' X 15 units, three 10' X 30' units with one roll-up door, and two 10' X 30' units with two roll-up doors. The contractor shall provide building material and accessories, perform foundation-excavation, construct concrete foundation/slab and transformer concrete pad, erect the building components, and install building accessories. The work includes installation of main distribution power panel, power meter, disconnect switch, power and fire detection conduits, boxes and wires, and installation of light fixtures, light switches, and receptacles. Site work for the building and the building perimeter access road, to include site clearing, site grading, laying of base material, ground compacting, site cleaning and turf establishment has been performed and completed by others. The scope of the project will include three Option Items. Option 1 consists of exterior electrical work to provide high voltage power to the building from existing power pole #20, and a communication line from existing Building #444. Option 1 work shall include all necessary excavation, installation of underground power and communication duct (totaling approximately 650 linear feet), installation of handholes and conductors, back filling all excavation work, and turf establishment. Option 1 work also includes installation of Government Furnished (GF) overhead power pole cross arm and hardware, other GF cross arm components, and GF concrete pad-mounted 112.5 KVA transformer and other contractor-provided transformer components. Option 2 consists of providing materials and constructing a reinforced concrete apron around the building perimeter, approximately 8" thick X 6' wide. Option 3 consists of providing and installing bollards to protect the building and the electrical and communication handholes. The proposed work is located at the Federal Emergency Management Agency, Mount Weather Emergency Assistance Center, State Route 601, 19844 Blue Ridge Mountain Road, Bluemont, Virginia 20135, in Loudoun County. A valid Virginia Contractor's License is required in order to bid on, and perform the work. Estimated magnitude of construction in terms of project price is between $250,000.00 and $500,000.00. Period of performance shall be 200 calendar days from Notice to Proceed. This action will result in a firm-fixed price construction contract.
