E-MAIL: Claire Cashwell, Claire.Cashwell@gsa.gov. The General Services Administration (GSA) has a need to procure construction services for Renovation of Laboratories at the J. W. Powell Building, located at 12201 Sunrise Valley Road, Reston, Virginia. The construction will consist of: (a) demolition and removal of selected interior construction, (b) modification of existing mechanical and fire protection systems, (c) new lighting and modified electrical service, (d) abatement of hazardous materials, and (e) related structural and architectural work to support installation of mechanical, electrical and laboratory equipment. The building will remain occupied during construction. A firm fixed price contract will be awarded for base services (Phases 2 and 3 and one option (Phases 4 through 11). Phase 1 was previously completed. The base plus option have an estimated construction cost range of more than $10,000,000.00. The contractor must provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and mustplan, schedule, coordinate and assure effective performance of all construction to meet GSA and client agency requirements. Competitive, formal source selection procedures will be used in accordance with FAR 15. A firm fixed price negotiated contract will be awarded. Technical evaluation factors and price (base and option services) specified in the RFP will be evaluated with the objective of selecting the proposal that offers the best value to the Government (See FAR Part 15). The technical evaluation factors are: (1) Experience on Comparable Projects; (2) Past Performance; (3) Management Plan; and (4) Key Personnel. At a minimum, the offeror must demonstrate its experience as a General Construction Contractor (GC) responsible for the construction and renovation of at least two (2) similar projects within the past ten (10) years. A similar project is defined as a project that is comparable in nature, type, and complexity to the project in the solicitation and meets all three of the following characteristics:(a) Project was for renovation of a laboratory, hospital, or other comparable space in an occupied building or structure, which included upgrading complex mechanical, electrical, plumbing, and fire protection systems found in laboratories; (b) The renovation area was not less than 10,000 gross square meters; and (c) The total project construction cost at award of the construction contract was not less than $20 million. This solicitation is not a set-aside for small businesses. However, this procurement is being made under the Small Business Competitiveness Demonstration Program. The Standard Industrial Classification Code for this procurement is 1542 and the small business size standard is $17,000,000.00. GSA is committed to assuring that maximum practicable opportunity is provided to small, small disadvantaged, and women owned small business concerns to participate in the performance of this contract consistent with its efficient performance.
