C-130J Type Cargo Transport Aircraft Extended Capabilities Market
Survey: USAF/Aeronautical Systems Center is contemplating the
acquisition of new production, Year 2000 compliant, C-130 type aircraft
as specified below. This market survey is for planning purposes
necessary to identify any viable market segment sources or currently
available alternate air vehicle systems which can meet or exceed
Operational Requirement Document for the C-130J Aircraft. Aircraft
Minimal Requirements Are: (1) monoplane capable of maintaining 8,000 ft
cabin altitude, (2) interior cargo compartment dimension of (maximum)
40ft long, 9 ft high and 10 ft wide, with a rear ramp loading feature
accommodating wheeled vehicle drive-on-off capability, (3) cargo floor
compatible with 463L cargo handling system at an approximate floor
height of 4 ft, (4) payload of 42,000 lbs at a range of 2,000 NM and
stressed at 2.5G factor, (5) take-off distance of less than 5,200 ft
and landing distances less than 3,000 ft at maximum take-off weights,
(6) maintain a 320 knot cruising speed at 25,000 ft altitude at 100,000
lb gross weight, (7) operate from a variety of airfield surfaces
including sand, bare dirt, grass, gravel, metal landing mats, asphalt,
or concrete. (8) C3I updated military communication capability (9)
integrated defensive systems suite (10) meet Global Air Traffic
Management and Air Force Navigation and Safety requirements. Sources
must possess major heavy aircraft production facilities capable of
fabrication, assembly, manufacture, material management, and flight
test support of basic C-130J type aircraft and modified aircraft
systems. Production deliveries are expected to commence CY 2002 at
rates increasing to 2 per month for most economical rates. In addition,
sources must be capable of providing basic aircraft system and modified
aircraft system support equipment, spare parts, technical and
engineering data, interim contractor logistics support, flight testing
and equipment testing, commercial and military technical manuals, Type
1 maintenance training, initial cadre flight training and world-wide
logistic support. Sources are requested to provide a statement of
capabilities, including identification of previously produced basic and
modified aircraft systems, as well as similar aircraft systems and
similar aircraft system modifications, current production status,
general financial, balance sheet and income status. 1. "An Ombudsman
has been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his concern during the proposal development phase of this
acquisition. Potential sources should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential sources are invited to

concerning this solicitation should be directed to the point of contact
as shown in items established for the contemplated requirement(s) at
this time. Annual appropriations are anticipated as the funding source.

CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT AS A
