in support of the Space Physics Models Branch (VSBP), Battlespace
Environment Division, Space Vehicles Directorate of the Air Force
Research Laboratory (AFRL), Hanscom Research Site, Hanscom AFB, MA to
provide support, research, measurement and engineering studies of new
and on-going effort in the area of mass spectrometry and lidar systems
that are employed to model the chemical dynamics of the atmospheric
and space environments. These research activities are a continuation of
on-going research currently performed under Contract F19628-95-C-0224
with Wentworth Institute of Technology of Boston, MA, and Contract
F19628-95-C-0020 with Visidyne, Inc. of Burlington, MA. The efforts
shall include, but not be limited to, the following: (1) Engineering,
design and fabrication of mechanical and electrical components and
assemblies developed for various mass spectrometer systems; (2) The
operation of mass spectrometers and associated laboratory
instrumentation to determine gas phase reaction rates, instrument
calibration, field atmospheric data collection and analysis involving
measurements of ions and trace neutral concentrations; (3) The
operation of a mobile lidar system employing remote sensing techniques
for the collection and analysis of atmospheric data; (4) Provide
research experimental support for laboratory studies including design
and assembly of experimental set-ups using high vacuum equipment as
well as reconfiguration and modification of purchased equipment; (5)
Laboratory characterization of various chemical species kinetics
utilizing standard gas handling and detection techniques, operation of
a laser excitation source and the preparation of precursor gas
mixtures; and (6) Computational analysis of: chemically reacting flows,
signatures, electromagnetic effects and atmospheric chemistry
phenomena. Interested potential sources should respond by indicating
their ability to meet the following screening criteria, of equal
importance: a) Knowledge and background in the design of high vacuum
components and equipment using Autocad; b) Proven capabilities in
fabrication and assembly of specialized scientific instrumentation
systems used in ground and aerospace applications; c) Abilities to
operate, calibrate and analyze data from various mass spectrometer and
lidar systems as applied to atmospheric measurements; d) Extensive
experience in utilizing appropriate laboratory practices applied to
chemical gas kinetics; and e) Proven capability to perform
computational modeling of chemically reacting flows, signatures,
electromagnetic effects and atmospheric chemistry phenomena. Per FAR
PART 39.002 and 39.106, Year 2000 Compliance must be addressed for all
Air Force products that are currently being developed, produced or are
already fielded -- include statement whether the information technology
to be used or delivered on this effort will be Year 2000 compliant. All
work performed under any resulting contract will be authorized and
defined in Task Requirement Notices(TRNs). The work load is estimated
to be seven (7) man year per year. Period of performance is estimated
to be sixty (60) months to begin in the 4th quarter of FY99. Offerors
interested in documenting their capabilities to perform this work
should reference Purchase Request VSHA689903002 in responding to the
Deputy for Small Business, Attn: Mr. David Condon (ESC/BC), 275
Randolph Rd, Hanscom AFB MA 01731-2818. Information on file at ESC/BC
must be supplemented to document the capabilities in the above stated
areas. Organizations not registered must submit complete qualifying
information. Offerors should list persons from customer firms whom the
Air Force may contact to verify applicable work experience and
performance. Firms should specify whether it is a large business, small
disadvantaged business, 8(a) concern, or women-owned small business.
Each offeror responding to this synopsis is requested to submit with
its reply a name and telephone number for a point of contact. The
Government will solicit those firms meeting the screening criteria in
this synopsis. Any offeror initially judged to be unqualified will be
provided a copy of the solicitation upon request and any offer such a
firm might submit will be evaluated without prejudice. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate offeror concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality to the source of the concern. The Ombudsman does
not participate in the evaluation of proposals or in the source

with issues or problems that have previously been brought to the
attention of the program manager and/or the contracting officer and
could not be satisfactorily resolved at that level. This synopsis is
for information and planning purposes, does not constitute an IFB or
RFP, and is not to be constructed as a commitment by the government.
