U.S. Environmental Protection Agency intends to negotiate on a sole
source basis with Virginia Institute of Marine Science, Gloucester
Point, VA 23062 for Digital Multi-Spectral Video (DSMV) Imagery and
Field Spectra of 15 contaminated mine drainage sites in the Southern
Anthracite Coal Field, Pennsylvania area. The Contractor shall provide
DMSV data and ground spectra for the sites once each season for a
total of four times during 1999. The Contractor shall also process and
analyze the remote sensing and field spectra data and draft a project
report of the significant findings. EPA believes that Virginia
Institute of Marine Science is the only vendor capable of satisfying
the requirements stated above because of their extensive prior research
in remote sensing of contaminated mine drainage in the area. The period
of performance is expected to be from the date of award through June
30, 2000. No solicitation is available. All interested parties must
respond within 15 days of the date of this announcement. Interested
vendors shall: 1)include information on the proposed services which
clearly supports the requirements outlined above and ; 2) provide
itemized pricing that is sufficient to make a determination that
